Context:

IOM in the Democratic Republic of Congo (DRC) is coordinating the Consortium “Together for Beni” (TfB) – a multi-year stabilization programme funded by the Stabilization Coherence Fund to support the implementation of the International Security and Stabilization Support (ISSSS) and the Provincial Stabilization Strategy and Action Plan for North-Kivu. The Fund has been identified by the Government of DRC and members of the international community as a key requirement to promote a more coherent, efficient and effective approach to stabilization in the region known as “Grand Nord”. The area of intervention will be the Priority Zone “Beni Nord”, including the collectivities of Beni.

IOM will act as the Lead of the Consortium of various international and local NGOs as the participating Partners.

Under the overall supervision of the Chief of Mission and the direct supervision of the Head of Sub-Office in Goma. The successful candidate will be responsible for overseeing and managing the whole aspect of the “Together for Beni” stabilization project and the consortium. S/he will supervise IOM programme staff (minimum 2 staff) based in Beni.

Core Functions / Responsibilities:

1. Manage the overall implementation of the project Consortium “Together for Beni”, in a timely Page 1 / 4manner and be responsible for its financial, administrative, and technical oversight in line with IOM policies and practices as well as donor requirements.

2. Oversee the implementation and management of all IOM activities in line with the work plan and Monitoring and Evaluation (M&E) framework established within the Programme Document in close coordination with the Stabilization Support Unit’s Monitoring and Evaluation Cell (SSU-M&E), and provide training to the staff where needed.

3. Ensure all administrative and financial processes, including overall control of expenditures by partners, which includes external audit, are done correctly, in a timely manner and within the approved budget; assist with planning and overseeing of procurement and logistics activities for relevant operations, in coordination with the Resource Management Unit and support staff. 4. Ensure gender mainstreaming throughout the project implementation with specific focus on reinforcing gender related drivers of peace. Ensure that the Gender strategy is context-responsive and that the system of Gender Focal Points within each organization member of the consortium is operational.

5. Ensure conflict sensitivity in programme planning and implementation and that the principles of a “do no harm” approach firmly underpin all programme strategies and activities of the consortium.

6. In coordination with IOM security unit, ensure proper adherence to UN and IOM security policies, monitor security situation, analyse risks, participate in programme criticality exercises and contingency plans, and recommend appropriate adjustments to programme implementation accordingly.

7. Provide the necessary coordination structures for the Consortium and lead the coordination platforms at the operational and strategic levels while ensuring the inter-organization synergies and joint efforts.

8. In coordination with the Reporting, Monitoring and Evaluation Officer, monitor activities of the consortium members against work plan, Monitoring and Evaluation framework as well as programme principles. Undertake regular visit to project areas and consultation with SSU, Consortium members, representatives of the donor’s trust fund and other programme stakeholders.

9. Conduct necessary outreach and maintain good relations with the Government of DRC, United Nations Organization Stabilization Mission in the Democratic Republic of the Congo (MONUSCO), SSU, UN agencies and Non-governmental organizations (NGOs), and other relevant partners.

10. Manage communications to external partners related to IOM and the consortium activities including develop and oversee the implementation of a communication strategy which highlights the Consortium’s collective efforts.

11. Manage all relations with Donor related IOM activities, coordination of the Consortium and implementation of all activities within the Programme.

12. Bring to the attention of the IOM Mission management possible delays, bottlenecks, budget or procedural issues and make recommendations for corrective actions.

13. Contribute to the capacity building of the programme staff through a combination of formal training and on-the-job mentoring.

14. Oversee and coordinate timely submission of reporting requirements to the donor and ensure all Partners of the Consortium comply with their reporting requirements to IOM. 15. Perform such other duties as may be assigned.

Education

• Master’s degree in Political or Social Science, International Relations, Humanitarian Assistance, Migration Studies or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Experience

• Experience working in the field of stabilization, peacebuilding, early recovery, community resilience, DDR and related fields;

• Experience in operational activities in a complex crisis or post-crisis setting; • Experience in project design, implementation, and management;

• Experience liaising with specialized international agencies (UN agencies, international organizations and international specialized NGOs);

• Knowledge of UN, IOM, international organizations and NGOs mandates and programmes in the field of stabilization, early recovery and community resilience;

• Work experience in Consortium settings or projects involving multiple implementing partners; • Experience working in the country or region is an advantage;

• Previous knowledge of SSU and ISSSS activities is a clear advantage.

Languages

Fluency in English and French is required. Working knowledge of Swahili is an advantage. Desirable Competencies:
