NRC has been active in Somalia since 2004 with four area offices in Kismayo, Mogadishu, Garowe and  Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences; Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).

The purpose of the officer position is day to day implementation of the support functions responsibilities.

Job description:

The following is a brief description of the role:

  • Ensure adherence with NRC policies, tools, handbooks and guidelines
  • Implement delegated support function portfolio according to plan of action
  • Prepare and develop status reports as required by management
  • Ensure proper filing of documents
  • Promote and share ideas for improvement of the support function

Specific responsibilities

  • Oversee the receiving and dispatching of supplies and project materials to the respective field offices
  • Ensure effective and efficient logistics support for daily Area operations including procurement and supplies, all being implemented in accordance within the policies and standards, as well as approved budgets
  • Participate in the tendering process including preparation of tender documents relating to construction materials and equipment.
  • Regular dissemination of relevant logistics information to guide decision making by other stakeholders, through reports, circulars, meetings etc
  • Prepare procurement plans in conjunction with relevant departments
  • Ensure that procurement status reports are updated at all times and are shared appropriately
  • Ensure that all records including inventory list of NRC items and equipment are updated and well kept
  • Oversee the warehouse operations to ensure adherence to policies, process, procedure and guidelines
  • Ensure that periodic Inventory reports are prepared as required internally by NRC and/or by donors ie monthly, quarterly, yearly
  • Ensure the functionality of NRC area office fleet of vehicles to support programme implementation
  • Ensure proper vehicle utilization, maintenance, fuel consumption and monitoring and controls systems as per NRC policies and procedures
  • Assign duties, supervise and appraise section staff.

Qualifications:

  • Experience from working as Logistic Officer in a humanitarian/recovery context
  • Higher National Diploma in Business Administration or Logistics with basic accounting knowledge.
  • Training in Purchasing and Supplies preferred
  • At least 5 years of relevant working experience
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
