Background

Under the guidance and direct supervision of the ARR(P) or Programme Specialist, the Programme Analyst analyzes political, social and economic trends and participates in the formulation, management and evaluation of programme activities within a portfolio.

The Programme Analyst can supervise and lead programme support staff where required. The Programme Analyst works in close collaboration with the CO Management Support and Business Development, Programme and Operations teams, M&E, Partnerships, communications staff, programme staff in other UN Agencies, UNDP HQs staff.

The nature of work at ICS 8 level is specific. This is an entry professional level. The incumbent (who has corresponding educational background, but no experience in the field) is expected to apply theoretical conceptual models, make rudimentary analysis of project parameters in support of greater programme development activities. Team environment provides rich learning opportunities, facilitates rapid professional development. The duties performed as well as external contacts are rather limited. The incumbent grows professionally to be able to embrace responsibilities at higher levels.

Duties and Responsibilities

The functions/duties/ key results of this job description are generic and should be adapted according to practice area specialization.

1.     Ensures implementation of  programme strategies focusing on achievement of the following results:

·         Thorough analysis and research of the political, social and economic situation in the country and preparation of substantive inputs to CCA, UNDAF, CPD, Joint Work plans and other documents.

·          Analysis and synthesis of proposals on the areas for support and interventions within the practice area specialization assigned (Public Policies and Public Administration portfolio within Inclusive Governance outcome).

2.     Participates in effective management of the CO programme within the practice area specialization assigned  (Public Policies and Public Administration portfolio within Good Governance outcome) focusing on quality control from formulation to implementation of the country programme achieving the  following results:

·         Design and formulation of some parts of CO programme within the area of responsibility, translating UNDP’s priorities into local interventions.

·         Initiation of a project, presentation of the project to PAC/LPAC), finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst performs functions of Manager Level 1 in Atlas for POs and vouchers approval (if authorized by SM), participates in recruitment processes for projects.

·         Application of conceptual models in support of programme design

·         Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NIM projects.

·         Preparation of inputs for reporting, including donor reporting.

3.     Contribute to long term investments made to address structural gender inequalities within the assigned portfolio to support GEWE strategies in the Country

·         Support to effective programming for gender equality within the assigned portfolio

·         Support to formulate Gender equality outcomes/outputs and clearly reflect in units/projects workplans

·         Ensure, projects in the assigned portfolio have in depth gender analyses and  include explicit measures/outputs to address needs of women and men

·         Contribute to put in place mechanisms for monitoring gender mainstreaming in projections and programmes within the assigned portfolio and make them operational

4.     Supports creation of strategic partnerships and implementation of the resource mobilization strategy   focusing on achievement of the following results:

·         Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

·         Regular follow up Donor Agreement within the assigned portfolio: Drafting and revision of agreements with donors; Compliance with partner requirements, including systematized CO reporting to donors

·         Regularly update and manages pipeline modules of ATLAS, of the assigned portfolio

·         Identification of opportunities for UNDP in its relationship with other UN Agencies

·         Analysis of requirements and synthesis of proposals for development and implementation of CO strategy for partnering with UN Agencies around UNDAF, SDGs and other joint programming for implementation of UN Reform  

5.     Provides top quality advisory services to the Government and  ensures facilitation of knowledge building and management focusing on achievement of the following results:

·         Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.

·         Sound contributions to knowledge networks and communities of practice.

·         Organization of training for the operations/ projects staff on programme issues

·         Professional growth through active learning.

The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Required Skills and Experience

Master’s Degree or equivalent in political or social sciences or related field.

Up to 2 years of relevant experience at the national or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development projects. Experience in the use of computers and office software packages and handling of web based management systems.

Fluency in the UN and national language of the duty station.
