Afghanistan

With more than 20 years of experience in the country, the UNOPS Afghanistan office supports national reconstruction and development efforts by providing projects with goods and services - from stand-alone, one-off solutions to long-term management and capacity development support.  Based in Kabul, UNOPS Afghanistan has regional offices in most parts of the country. The team implements projects in support of the Afghanistan National Development Strategy, in a wide range of sectors including infrastructure, education, environment and agriculture, and governance and rule of law.

The UNOPS Afghanistan Operations Centre (AFOC) under the UNOPS Asia Region Office (AR) has been established to support, develop and oversee UNOPS’ portfolio of programmes and projects in Afghanistan and Pakistan and to ensure that synergies between programmes and projects are effectively developed. AFOH plays a critical role in ensuring quality services to UNOPS partners that meet stringent requirements of speed, efficiency and cost effectiveness.

UNOPS strategy for Afghanistan is aimed at providing maximum support to the Government and people of Afghanistan though the delivery of projects and services in line with the government’s own priorities. UNOPS Afghanistan has been established as an organizational mechanism to deliver a range of projects for which UNOPS has been designated as the implementation agency. At present, UNOPS Afghanistan is implementing a number of projects in a range of sectors including infrastructure (roads and schools) development, capacity building to various ministries, and environmental protection, among others, on behalf of the Government of Afghanistan and the donor community.

On behalf of partners, UNOPS is implementing the Inter-Agency Information Centre (IAIC), a toll-free humanitarian helpline that connects people to assistance and functions as an information exchange platform between affected populations and humanitarian and development partners. Feedback and complaints from affected populations is channeled to partners to improve programming and the timely delivery of a relevant response.

The IAIC to be launched in early 2018, is facilitated through a professional-grade call contact system, which connects calls through an interactive voice response (IVR) system to available and appropriate operators, which collectively speak Dari, Pashtu, and English, among other dialects.

UNOPS is seeking an ICT and Database Associate with a strong background in database management and information management to ensure the IAIC remains functional always.


Functional Responsibilities

The ICT and Database Associate will support the IAIC in having trouble free ICT services. The specific responsibilities include:
  • Full compliance of ICT activities with UNOPS rules, regulations, policies and strategies, as well as participation in the development of ICT standards and strategies.
  • Maintenance of inventory of all computer, telecommunication equipment, I/O devices and software existent in the office ensuring compliance with registration and upgrades. Track which equipment has been assigned to which staff member.
  • Provide each end user with all support required. Monitor users.
  • Troubleshooting of hardware/software problems. Maintain problems tracking database, classify the problems by categories (hardware and software). Prioritize issues by classifying them as low, medium, and high. Evaluate the problems and give suggested solutions. 
  • Recommend network enhancements and upgrades, indicate any relevant modifications required. 
  • Proactive maintenance on telecom system to avoid disruption of service.
  • Receipt, testing and installation of telecommunications hardware.
  • Support the Information Management Officer (IMO) with their regular duties and responsibilities, including, but not limited to: capturing data accurately; storing data in lines with data protection principles; managing, cleaning and processing data, including conducting technical analysis and planning based on indicators; sharing data - internally and externally, including through reports, interactive dashboards, automated reports and meetings; and monitoring and evaluation information management systems, including providing oversight and maintenance of internal data collection and management systems and providing solutions.
  • Utilize business intelligence tools such as Excel, Tableau or PowerBI to produce multiple reporting deadlines for a variety of clients and through a range of mediums.
  • Utilize web content management systems, web and application development and underlying database query language (e.g. MySQL), with strong knowledge of data security, protection and preservation techniques to ensure integrity of call center information in maintained.
  • Build the capacity of team members as contributors to the information systems employed by the call center.
  • Maintain and update SOPs on information systems and reporting mechanisms on a regular basis, and on an ad-hoc basis as required.
  • Other duties as may be required.

Deliverable: The ICT and Database Associate will conduct the following tasks:
  • Maintain IT infrastructure, shared drive connections and call centre network to ensure up-to-date information is accessible to the entire team at all times.
  • Keep a monthly inventory on IT infrastructure (hardware, software and licenses) and regularly communicate with the team on maintenance and procurement requirements to ensure continuous operation of the call centre.
  • Assist in the implementation of internal and external information structures, policies and standard operating procedures to facilitate, support, and promote data and information sharing and accountability practice within the team as well as the humanitarian and wider community.
  • Maintain technical agreements with relevant stakeholders, and where required act as the focal point for discussions surrounding the nature of information sharing through these agreements in alignment with internal data protection and confidentiality principles.
  • The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Education/Experience/Language requirements

  • Secondary education required, Diploma or University Degree, preferably in IT related field.
  • 6 years of progressively responsible, job related experience in working in the field of information technology systems, preferably in an international environment.
  • Experience in business intelligence tools, including Excel, Tableau and PowerBI.
  • Experience web content management systems, web and application development environments and underlying database query language (e.g. MySQL), with strong knowledge of data security, protection and preservation techniques.
  • Experience in data access, analysis and data visualization methodologies;
  • Database knowledge is required (e.g. Access, sql server, mysql)
  • Experience working in UN agencies is highly desirable.
  • Working experience in Afghanistan is an advantage.
  • Language: Fluency in English is required.
