Organizational Context


The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mandate of UNIDO is to promote and accelerate inclusive and sustainable industrial development in developing countries and economies in transition. The responsibility of UNIDOs Environment Department (ENV) is to contribute to inclusive and sustainable industrial development by improving the environmental performance, resource productivity and safety of existing, as well as by supporting the creation of new industries providing environmental goods and services. This assignment will contribute to the activities undertaken within ENV.


The position is located under PTC/ENV/ECR; the Division is responsible for activities relating to new and emerging international environmental compliance regimes and to this end develops new programmatic approaches; in addition, it identifies and explores possibilities for synergies both within the Department but also with other UNIDO technical departments.


PROJECT CONTEXT

Vietnam has undergone rapid economic growth over the last 10 years driven mainly by the processing and manufacturing sectors. To facilitate the emergence of new industries, the government has established so-called industrial zones (IZ) with the provision of infrastructure like utility, water and effluent treatment. In 2014, 295 industrial zones (IZ) existed in Vietnam located in 58 provinces. The industrial growth in Vietnam has brought about adverse change in human health of neighbouring communities and environmental quality:

- By the end of 2013, 92 IZs have failed to construct wastewater treatment plants whereby wastewater from IZs is thus directly discharged without any treatment;
- Air pollution is concentrated on IZ with enterprises using obsolete technologies or lacking air emission treatment systems; and,
- The volume of solid waste increased significantly, 20% of it being hazardous.

To tackle these issues, MPI and UNIDO jointly developed a project with the objective to introduce and implement an eco-industrial park (EIP) management system to reduce and/or eliminate GHG, water consumption, water pollution, POPs and other chemicals of global concern and to demonstrate innovative clean & low-carbon technologies and practices in industries.

To achieve this objective, the project focuses on the following components:

a) Policy and guidelines to facilitate the transformation of industrial zones (IZ) into eco-industrial parks (EIP);
b) Capacity building on eco-industrial park (EIP) strategy and measures;
c) Identification of eco-industrial parks (EIP) pilot projects; and,
d) Pilot projects in industrial zones and communities, and information dissemination.

Duty Station: Home-based with missions to Viet Nam

Main Functions


Under the current project, it is foreseen to develop a second project phase focusing on eco-industrial park implementation in Vietnam. The objective is to develop a Project Identification Form (PIF, available under http://www.thegef.org/documents/templates), which will be submitted to the targeted donor, the Global Environment Facility (GEF) in the context of its Assembly in June 2018 in Da Nang. As such, the PIF needs to be developed including a thorough completion of all relevant sections and baseline information. The PIF should detail the future project design and set-up with the objective of up-scaled project activities seeking higher impact. In this regard, consultation meetings will need to be conducted with key stakeholders and current project partners in order to be able to develop tentative target objectives and indicators. During this phase respective letters of interest for the co-financing section need to be secured from future stakeholders. For the latter task, the current project team will support the work of the International Project Developer.

These Terms of Reference (TOR) were developed in order to recruit a qualified International Project Developer. Under the supervision of the Project Manager based in UNIDO HQ, the International Project Developer will be responsible for the following duties:

1. With the support and facilitation in terms of organization, conduct targeted stakeholder meetings to scope the second phase project set-up and intervention area potential. Draft the second phase, including tentative indicators and targets. Closely consult with UNIDO HQ for finalization.

2. Coordinate with the PMU and UNIDO HQ for the list of stakeholders to be contacted and approached. Consolidate the Letters of Interest for the co-financing section of the PIF of the relevant future project partners.

3. Consult with current contractors and the project management unit (PMU) for the required baseline data of the respective sections. Based on the received information and other supporting material calculate the environmental savings potential which will need to follow the GEF methodology and be detailed in the PIF.

4. Based on the UNIDO EIP scoping tool and through consultation with MPI and PMU, identify potential industrial parks (with a focus on privately owned industrial parks) that can be targeted for the second phase demonstration. This should not only include existing industrial zones but also potential greenfield projects. Consult the findings with UNIDO HQ and MPI for their inclusion in the PIF.

5. Consult with key stakeholders and agree on the project implementation and execution modalities with the relevant agencies. Complete the drafting of the PIF and finalize it for GEF submission taking into consideration lessons learned under the current project.

The anticipated deadline and submission day of the PIF document to UNIDO HQ is 01 May 2018.

Minimum Requirements



Education

University

Master's degree or equivalent

Environmental studies/sciences or directly related field is required.


Languages

Fluent written and verbal communication skills as well as ability to write precisely and clearly in English is required.


Field of Expertise

A minimum of 7 years' professional experience in project and logical framework development is required. Professional experience with the GEF submission requirements, templates, environmental saving calculation and methodology potentially under Climate Change, Chemical & Waste, International Water, and Sustainable cities is essential. A thorough knowledge in the area of environmental sustainability and industrial zone development preferably in Vietnam is needed. Profound knowledge of UNIDO´s activities, projects and initiatives in the field of environment particularly regarding industrial symbiosis and eco-industrial park in general is preferable. Familiarity with the goals and procedures of UN and international organizations and good interpersonal and communication skills are essentials.
