The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Our Ideal Candidate:

We are seeking a motivated professional to join our Syria Response Office’s dedicated education team in our program unit. The ideal candidate will have Bachelor/ Master’s university degree in Education or in a related university field with minimum 3 years of experience working in a project implementation position in a humanitarian context preferably an emergency or post conflict setting. We are particularly looking for an individual with knowledge of the humanitarian context and Syria crisis response.

Additional useful skills include: experience in curriculum and materials development, training design and delivery for children, youth, teachers and trainers. Experience working with local partners and remote management will also be valued.

Position Description:

The purpose of the Education Technical Coordinator is to work in collaboration with the Education Specialist to strengthen technical quality and support the programme development of NRC’s Education programming in Syria.

 Responsibilities include but are not limited to the following:

1.       Technical Guidance. Responsible for supporting the continual strengthening of technical quality of all Education activities implemented by NRC/partners, in collaboration with the Education Specialist and field teams. This includes – but is not limited to – developing technical tools and Standard Operating Procedures (SOPs); reviewing curriculum and assessment tasks, providing technical guidance to field teams; supporting compliance with global, national and local standards; supporting compliance with NRC SRO’s Country Strategy and policies; and supporting integration with other Core Competencies where relevant.

2.       Technical Training and Capacity Building. Responsible for supporting the training and capacity building of NRC/partner Education staff, in collaboration with the Education Specialist and field teams. This includes the identification of capacity building needs, and organising and facilitating training/workshop events focused on technical aspects of Education. Training and capacity building initiatives should be compatible within the framework of the NRC Syria Response strategies, tools and guidelines.

3.       Project (Field) Team Support. The position-holder will be expected to travel to the Syria Response Area Offices to provide technical support to the field teams.

4.       Programme Development. Responsible for supporting high quality Education programme development initiatives, in collaboration with the Education Specialist and field teams. This includes – but is not limited to – supporting context & needs analysis; primary needs assessment; strategy workshops; developing programme concepts; supporting pilot activities; and meaningful engagement in relevant forums and learning events.

5.       Project M&E. Responsible for supporting accurate and high quality Monitoring and Evaluation of NRC/partner Education activities, in collaboration with the Education Specialist and field teams. This will include - but is not limited to – developing data collection tools and methodologies; training and capacity building on tools; information management; and analysis of data and findings. M&E activities will be conducted in accordance with the Syria Response M&E Strategy, tools and guidelines.

6.       Protection Mainstreaming. Responsible for the on-going strengthening of protection mainstreaming within Education or related activities throughout the project-cycle, in collaboration with the Education Specialist and field teams. This includes – but is not limited to – ensuring safety and dignity of beneficiaries, understanding their diverse needs (including for the elderly and people with disabilities), enabling meaningful access to NRC’s services, ensuring adequate accountability to affected populations, ensuring adequate participation and consultation, and supporting the realisation of their human rights. All project activities will be conducted in accordance with the Protection Mainstreaming Strategy, tools and guidelines.

7.       Fundraising. Responsible for supporting fundraising and donor reporting for Education or related activities, in collaboration with the Education Specialist and field teams. This includes – but is not limited to - providing inputs and technical quality review of concept notes, proposals, grant revisions and reports.

8.       Representation. As required by the Education Specialist, represent NRC in Education sector cluster/working group meetings at Whole-of-Syria level and – where required by field teams – at hub-level. The position holder would focus on technical inputs and the development of sector strategies and policy. It should be noted that the primary responsibility for representation at hub-level is with the project field teams.

9.       Other. The position holder will be expected to deputise the Education Specialist when required.

Full proficiency in spoken and written English and Arabic is essential.

Duty Station: Amman, Jordan, with up to 40% travel to various locations within the Syria Response Office areas.
