Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions\: A, B and C, for the implementation of verification activities around the world; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as three Offices\: the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The Division of Concepts and Planning is responsible for strategic planning, the development and promotion of safeguards concepts and policy, the coordination of research and development activities, the implementation of the quality management system of the Department, and the provision and development of training.

The Concepts and Approaches Section is responsible for developing new safeguards concepts, approaches and methods to address developments in the nuclear fuel cycle and safeguards technology; and for supporting the political, legal and economic framework of safeguards. The Section organizes technical meetings with representatives from Member States and provides a wide range of support to the Operations Divisions in addressing safeguards implementation issues.
The Section for Strategic Planning and External Coordination is one of four sections in the Division of Concepts and Planning and is responsible for Departmental strategic planning; coordination of R&D undertaken by Member State Support Programmes, in line with the Department's Long Term Strategic Plan; external relations and coordination of departmental participation at outside events; provision of support to advisory and policy-making bodies; and the provision of advice on implementation of safeguards agreements, protocols and policies.


Main Purpose

As a member of a team led by the Team Leader, the Strategic Planning Officer contributes to the Department's strategic planning, risk assessment and performance management activities\: further developing the associated methodologies; reviewing and updating planning documents; monitoring and measuring progress towards objectives; and reporting on results.


Role

The Strategic Planning Officer is\: (1) an analyst - monitoring the IAEA's operating environment to identify changes and the associated challenges and opportunities for safeguards, evaluating the Department's capabilities and readiness to meet them, and identifying and assessing risks; (2) a planner - developing strategies to mitigate risks, enhance performance and improve readiness to address future challenges; (3) an evaluator - monitoring the implementation of the plans and reporting on results achieved; and (4) a designer - researching best practices in strategic planning, risk assessment and performance management and suggesting improvements to the Department's methodologies and mechanisms.


Functions / Key Results Expected

Monitor changes in the IAEA's operating environment (e.g. nuclear power growth projections and advances in technology), prepare and present associated analyses and develop new approaches and methodologies to
address changing needs.
Monitor the Department's implementation of the safeguards part of the IAEA's Medium Term Strategy, and the departmental Long-Term Strategic Plan and Long-Term R&D Plan; and review and update the plans.
Design mechanisms for monitoring progress towards the plans and indicators for measuring performance.
Develop departmental risk assessment methodology and processes, design risk mitigation strategies and provide input into risk register(s).
Draft and review Programme and Budget documentation.
Organize technology foresight workshops.
Align the Development and Implementation Support (D&IS) Programme with the IAEA's and Department's strategic objectives and plans.

Qualifications, Experience and Language skills

Minimum of seven years of relevant working experience in strategic planning, risk management and/or performance management, ideally in both the private and public sectors, and preferably in a multilateral setting and in a field related to international security.
Experience in organizing and conducting working groups and technical meetings.
Fluency in written and spoken English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $71332 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 38234, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
