UNOPS commenced operations in Pakistan in 1999 and significantly up-scaled activities from 2005 onwards to support populations affected by and vulnerable to earthquakes. In 2010, UNOPS opened a permanent office in Islamabad to support the Government of Pakistan and other partners to undertake humanitarian and reconstruction services, following the most devastating flood in the nation’s history.

UNOPS Pakistan has been implementing projects in the areas of early recovery and reconstruction of community infrastructure, project management and related monitoring and verification, community development, fund management, and procurement. Supported strategically by a regional operational hub and UNOPS headquarters in Copenhagen and within the overarching framework of the ONE UN Programme, UNOPS Pakistan continues to deliver projects across the country under its core delivery practices of sustainable infrastructure, sustainable procurement, and sustainable project management.

UNOPS is based in Islamabad and has a provincial office in Peshawar. In addition, UNOPS is administrating Global Environment Facility (GEF) small grants on behalf of UNDP to support community led projects in Baluchistan. Similarly, UNOPS is also acting as the Local Fund Agent of the Global Fund. In Pakistan, UNOPS monitors a grant portfolio of $600,000,000 by undertaking regular and mandatory field visits across the country including FATA to provide independent monitoring of the activities carried out by the grantees of the Global Fund.

Functional Responsibilities

Under the direct supervision of the Project Manager (PM), the Electrical Engineer will be responsible for successful project implementation i.e. installation of a solar power system in schools in the project area along with field related activities. S/he coordinates with field teams and staff in Peshawar office on routine basis ensuring project activities are implemented as per defined quality, design, timeline, and standards. Specific responsibilities and duties include, but are not limited to:

  • In accordance with established guidelines and in coordination with district education departments, conduct schools validation exercise in the project area to identify RFI (ready for installation) status of schools.
  • Prepare the solar power system bill of quantities (BoQs) including electrical appliances requirement in terms of accuracy and content.
  • With the assistance of field team, supervise the installation of solar power systems by vendors in selected schools according to agreed BoQ, timeline, specifications, quality and sequence.
  • Review and analyze the solar power system designs for schools for accuracy and overall design content.
  • Ensures the solar power system design is fit for purpose and fulfills the required wattage in schools.
  • Elevates any issue such deviation from plan, agreed design, specification, timeline, field related issue to PM
  • Maintain liaison with district education department focal point, schools staff, PTC (Parent Teacher Council), relevant local government authorities and other important stakeholders on routine basis
  • Review and certify the submitted IPCs/ running bills from a vendor(s) for PM approval.
  • Ensures the accurate school's data is entered into systems on regular basis
  • Support the PM with the preparation of formal documentation for the proper handover of the solar power system to schools staff and PTA member.
  • Conducts regular inspections, testing, approved BoQ review, quantity surveying.
  • Prepare and submit weekly plans, field reports and data on regular basis.
  • Proactively coordinate and liaise with Support Units (Finance, Procurement, Human Resources) on administrative management issues (related to i.e. payments, purchase orders, staff contracts) related to the  projects 
  • Support the effective delivery and implementation of procurement services in coordination with the Project Manager and the Procurement Associate.
  • Perform any other deputized tasks as may be assigned.

Education/Experience/Language requirements

Education
  • Bachelor’s Degree in Electrical Engineering is required.

Experience

  • At least 2 years of progressively responsible experience in installation of off-grid and on-grid solar power systems on large scale including procurement and logistics in the field. Secondary education with 6 years of relevant progressive experience may be considered in lieu of the requirement for a bachelor’s degree.
  • Good knowledge of solar power system installation in Pakistan, the government approved specifications, quality, and technical knowledge.
  • Field experience in the field including coordination with key stakeholders such as government authorities and community is an asset.
  • Knowledge of UNOPS/UN rules and regulations preferred
Language: 
  • Excellent knowledge of both written and oral English and Urdu is required.
  • Proficiency in local language, preferably Pashto will be considered an asset
