The Norwegian Refugee Council (NRC) is an independent, non-profit, humanitarian organization. Since 2012, we support the Government of Iran in the provision of assistance to Afghan communities in the sectors of Education, Livelihoods, Food Security, Water, Sanitation and Hygiene, Shelter construction, Counselling and Information.

NRC seeks to strengthen its Protection capacity through the recruitment of two dedicated Protection Coordinators, one Tehran based covering Area Central, one Kerman-based covering Area South. He/She will be managed by the Area Manager and technically supervised by the Protection and Advocacy Adviser.

Protection Coordinator Responsibilities:

The Protection Coordinator will be responsible for supporting Area manager with protection mainstreaming within the Area of intervention in line with NRC’s Protection Policy and global protection standards. The Protection Coordinator will work with programme and support teams to develop protection mainstreaming tools and guidance to ensure protection is integrated within programme cycle management. He/She will also support staff and local NGO partners’ capacity building through trainings and awareness raising sessions on minimum protection standards.

The Protection Coordinator will identify gaps in terms of field-based protection support and manage staff which are dedicated day to day to work with communities. He/She will hold regular meetings with program colleagues to ensure quality and adequate NRC’s response to affected population. The Protection Coordinator will develop strong working relationships at field levels with key protection actors and provide regular context analysis updates on key protection trends. 

Generic responsibilities:

  1. Ensure compliance with NRC protection policies and procedures, handbooks and guidelines and/or propose new initiatives to bridge gaps and implement these
  2. Line management of Community Officers and Community Focal Points
  3. Develop protection related SOP’s and makes sure they are implemented accordingly
  4. Manage and implement delegated portfolio of Community based activities, budget as delegated in line with proposals, strategies and donor requirements, and ensure high technical quality
  5. Contribute to CC strategy development, project proposals and provide input on needs and gaps in terms of protection
  6. Ensure that projects target beneficiaries most in need of protection, explore and assess new and better ways to assist
  7. Provide regular progress reports to AM
  8. Promote and share ideas for improvement and necessary changes in the activities
  9. Ensure capacity building of project staff and transfer key skills
  10. Liaise and collaborate with relevant local authorities and other key stakeholders
  11. Promote the rights of refugees in line with the advocacy strategy

Specific responsibilities:

  • Support the implementation of NRC’s Protection Policy and global protection mainstreaming standards within Area Office through working with programme management
  • Develop protection mainstreaming tools and guidance and continually update protection mainstreaming action plans to ensure integrated and safe programming.
  • Support the training, capacity building and mentoring of field staff and awareness raising of non-staff (community focal points, local NGOs, contractors and incentive labour) on minimum protection standards
  • Identify gaps in terms of field-based protection support and line manage any additional field-based protection staff (in settlements and urban settings) to ensure support to programme management on specific programme initiatives and staff mentoring.
  • Convene regular meetings internally and externally to develop partnerships and ensure quality and adequacy in referrals in line with NRC internal SOPs.
  • Represent NRC at the field level in coordination meetings on ad-hoc basis.
  • Produce regular context analysis updates on key protection trends and contribute to programme development discussions.

Our ideal candidate will have:

  • Experience for working as Protection Officer in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position's responsibilities
  • Experience working in coordination and liaising with external actors
  • Experience developing and delivering protection training and good presentation skills in English
  • Ability to multi-task and work with short deadlines
  • Ability to work independently and proactively with limited daily support and supervision
  • Knowledge of the Afghanistan displacement context is an asset
  • Experience with scaling up of programs in strictly controlled context is an asset
  • Experience with Education related work is an asset
  • Detailed oriented and strong organizational skills
  • Knowledge of global protection standards and relevant bodies of international law
