SCA Background

The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programmes concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is around 5,500. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development. Scope of work:

Under direct supervision of Rural Development Project Manager, Block Grant and Loan Officer is responsible for duly checking and controlling of the CDC sub-project expenses to ensure it is in line with the sub-project budget, RDP and SCA’s guidelines, financial regulations and donor requirements. He/She prepares vouchers in Excel, processes data, prints the report and submits the CDC’s sub-project bills to the Finance Unit of the SCA MRMO and to the Project Manager. He/She is also responsible to manage revolving loan as per loan management manual as well he/she should update the CDCs block grant financial data and keep the track of all sub-project expenses. He/she will update the project team about the achievements against the annual action plan timely manner as well as budget expenses. He/she will be involved at planning and budgeting issues.

Qualifications & Requirements:

  • Bachelor’s degree from recognized college or university in public administration, Management, Computer science, Business Administration. Graduated degree from college or university.
  • 3-4 years’ relevant experience, especially within an NGO, UN agencies or similar organization. Documented familiarity of community development projects, community governance.
  • Computer skill at operator level, especially with MS Office packages.
  • Fluency in English and Dari and/or Pashto, both written and spoken
  • Interpersonal and communication skills
  • Supervisory, team worker, analytical, and troubleshooting skills
  • Experience of planning, reporting and budgeting
  • Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
  • Honest, proactive and well mannered.

Main Responsibilities

  • Develop and maintain the project block grant and loan database to be used as a source of verification for M&E.
  • Preparing the vouchers for CDC’s sub-project expenses and financial report.
  • Prepare the balance sheet and comprehensive account specification for all expenses and CDCs block grants
  • Work with RD Project Manager and Data Management Officer to gather data for reports and ensure that proper records are maintained.
  • Maintaining the accounting system and filing original vouchers, data backup, and the supporting documents of CDCs.
  • Controlling all block grant and revolving loan documents in light of the project OM and guideline.
  • Preparing monthly block disbursement and loan distribution and sharing with finance manager.
  • Preparing all monthly accounting and financial reports required for RDP
  • Entering the detail budget into the computer and be indirectly responsible for follow-up
  • Keep records of all CGLP daily expenses
  • Keep regular contact with the district Field Office and finance units to handle any issue related to CDCs’ sub-project and business association revolving loan financial matters
  • Conduct field (office visit) to guide RDP staff how to prepare financial documents and sub-projects completion reports.
  • Performs various general grant administration functions such as billings, budget amendments, plan change, program evaluation, etc.
  • Ensures accurate and timely preparation of grant billings and reports in conjunction with Finance Manager and RDP team.
  • Ensures on time revolving loan reimbursements and update the revolving loan databases.
  • Ongoing monitoring of grant budgets and expenditures to ensure targets are met.
  • Ongoing monitoring of grant and loan program goals and monthly performance.
  • In accordance with revolving loan manual, identify and distribute, loan to target groups (Village Saving and Loan Association-VSLA members).
  • With close cooperation with business association and livelihood Social Organizers collect loans from target groups in a timely manner
  • At least 40% of working days in district/districts on monthly basis.
  • Prepare written and statistical reports for various audiences.
  • Provide necessary training on loan management to staff and target groups and weekly basis updated Block and Revolving loan monthly disbursement plan.
  • Any other relevant tasks required.
