ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ), and typically report to a more senior HR Officer, Regional/Country Director or the designate.
Job holders operate with minimal supervision, and provide guidance to junior staff to ensure that operational and project objectives are achieved. They are heavily involved in day–to-day activities and analytical work. Job holders provide advice on low complex issues, applying HR rules, regulations and expertise in making determinations and recommendations across a range of activities.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with professional trainings/certifications in HR with additional years of relevant professional work experience

Required years of experience: Minimum three years of professional experience (gained after the relevant professional degree) in the field of human resource management.


Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

National Professional: Fluency (level C) in English language and the duty station’s language, if different.

JOB PURPOSE

To deliver professional and client-focused HR services (ranging from strategic HR planning, talent acquisition and talent management, developing a culture of high performance and continuous learning) partnering with other managers to develop and implement HR solutions in line with contemporary market practices and WFP corporate priorities.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Plan and develop country specific HR work plans and related processes to deliver HR services to the management and staff, following corporate HR standard processes and ensuring alignment with wider WFP policies.
  2. Advise senior management on organizational design activities to define and organize structures and jobs, and to allocate people to the right places to achieve organizational goals and continuously improve efficiency.
  3. Provide advice to the managers and employees, understanding their needs and ensuring policies, procedures, processes, systems and tools are available and correctly applied to enabling them to deliver organizations goals.
  4. Actively contribute in developing an organizational culture which ensures effective management of the employment relationship between WFP and its staff, by administering conditions of service, contracts and appropriate entitlements, and resolving employee relations issues in a proactive manner.
  5. Design and develop a learning & development plan for the capability development of staff, in collaboration with the managers to understand individual skills and business requirements, which ensures people are well equipped with the knowledge and skills required to meet current and future organizational needs
  6. Develop an engaging onboarding program to enable new employees to have a great experience of WFP, and that they are successfully integrated into their new role and the organization.
  7. Develop efficient and effective talent acquisition and talent management strategies in collaboration with the managers to understand their needs and delivering solutions to recruit, retain, manage and develop a high caliber workforce to deliver business objectives.
  8. Guide, supervise and motivate the team working under this position, acting as a point of referral and supporting them with analysis and queries on regular basis.
  9. Collate and analyses data/information for the preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables the management/stakeholders for informed decision-making and consistent information for all the stakeholders.
  10. Contribute to continuous improvements by researching for contemporary HR best practices and implementing new HR systems/plans and ways of working as and when required.
  11. Ensure compliance of internal and external legal frameworks
  12. Any other tasks as advised by the management and/or required by the organization.

• Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.
