OBJECTIVES OF THE PROGRAMME

The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations.

DESCRIPTION OF DUTIES

Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties which are performed according to the needs and agenda\:

- Serve as focal point for

[a] the elaboration of a repository of best practices, monitoring their implementation to enable GHC to fulfill its mandate;

[b] the preparation of documents to build credibility and cohesion with partners, with emphasis on monitoring and evaluating the overall performance and results of Health Cluster action Continually assess and develop work plans, strategic and policy documents on best practices as covered in GHC activities, in accordance with WHO and IASC decisions and recommendations, submitting findings and lessons learned with proposed innovative and/or remedial actions to Coordinator, GHC, and ensuring the dissemination and monitoring of their use by GHC and its partners.

- Support GHC and inter-cluster projects and work-streams, based on review and analysis of trends in humanitarian coordination, including inputs to thematic working groups and country support missions where appropriate.

- Support the development of innovative proposals to bolster relationships for increased coordination, technical, and operational support.

- Proactively contribute to capacity-building and training activities on best practices for Health Cluster Coordination teams and health cluster partners, WHE personnel across the organization, and other key external stakeholders as part of partnership building and outreach.

- As delegated, backstop for Coordinator, GHC ensuring the effective and smooth management of the unit, liaising with other staff and providing technical support within GHC, and to country and regions, including but not limited to coordinating the development/revision of technical and operational policies and guidelines, technical documents, strategies and work plans.

- Perform other related responsibilities as assigned, including replacing and backstopping for others as required.

REQUIRED QUALIFICATIONS

Education

Essential\: Advanced university degree in public health, management, social science, or related field.
Desirable\: Specialization or training in humanitarian or disaster management.

Experience

Essential\: At least seven years of experience in humanitarian action and proven experience in the development and implementation of best practices, with emphasis on cluster approach in the area of health projects at the national or international level. Proven experience in the development and implementation best practices, guidelines, tools and policies, and performance monitoring and evaluation.
Desirable\: Experience WHO, UN Agencies or NGOs.

Skills

Demonstrated knowledge of best practices in the area of management and coordination.

Proven ability to write technical reports and documentation in a clear and concise manner.

Proven capacity to work as a team member and promote team work, as well as table innovative proposals to bolster relationships for increased partner engagement, technical and financial support.

Strong organizational skills with ability to work in a proactive and independent manner under pressure.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 71,332 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 5029 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
