Founded in 1946, today the Norwegian Refugee Council (NRC) works in both new and protracted crises across 31 countries. NRC also runs the Internal Displacement Monitoring Centre in Geneva, a global leader in reporting on and advocating for people displaced within their own country.

NRC is looking for a new Grants Coordinator to provide essential grant management support to Head of Programme in delivering quality programs in line with the NRC strategy and Plan of Action in CAR

NRC initiated country operations in CAR in 2014, in order to respond to the critical and increasing needs in the country. The programme portfolio includes all five core competencies of NRC. ICLA (Information, Counselling and Legal Assistance), Food Security, WASH, Shelter and Education, as well as Protection and Community Based Planning programmes.

NRC is currently operating in four field offices; Carnot and Berberati in the South West, Sibut and Dekoa in the Centre West, Ndele in the north as well as the capital office in Bangui. NRC intends to open a sub-office in Kaga Bandoro in the Centre north.

The Grants Coordinator reports to the Head of Programme.

Job description

  • Develop and maintain overview of all grants, donor requirements, rules and regulations, and internal and external deadlines, including filing of grant documents (including through the grants database - forthcoming)
  • Coordinate the development of donor applications and reports, as well as ensuring donor compliance and quality control
  • Contribute to the development, revision and quality control of funding proposals, budgets and donor reports
  • Be updated on donor priorities and track and share relevant calls for proposals
  • Analyse, document and share learning from proposal and reporting process, and compliance with donor rules and regulations
  • Contribute to continuously improving internal grant management systems
  • Provide an internal help-desk on donor related issues, including organize and deliver trainings in donor rules and regulations, as well as proposal and report writing
  • Coordinate the development and distribution of internal reports
  • Contribute to PCM trainings and usage of the NRC PCM frame work in the CO as delegated by the Head of Programme
  • Support external donor audits
  • Undertake field visits to project areas and organise trainings in report and proposal writing for field staff
  • Facilitate and contribute to developing and maintaining partner relations within CAR
  • Ensure institutional knowledge and memory is attained with regards to programme development and in-country partner relations
  • Coordinate the timely submission of narrative and financial report and ensure all proposal and reporting documents are accessible and well – organised
  • Actively participate in the country strategy proces
  • Develop and oversee the grant’s team and ensure capacity building of staff within the unit

Qualifications

  • 3 years of relevant experience within field of expertise
  • Relevant experience from the project management in the humanitarian sector
  • Relevant experience from working with humanitarian- and development donors
  • Good understanding of donor rules and regulations
  • Skills and experience in report and proposal writing
  • Strong analytical skills (data and financial)
  • Excellent written and oral communication skills in French and English
  • Above average computer skills
  • Knowledge of the context in Central African Republic is an asset
  • Knowledge of the humanitarian coordination framework
  • Budget development and management experience
  • Proactive and able to lead new initiatives
  • Experience in putting in place systems

We offer

  • Commencement: April 2018
  • Duration: 18 months
  • Salary/benefits: According to NRC’s general directions and free housing of moderate standard.
  • Grade: 7 in NRC's grade structure.

  • Duty station: Bangui , with frequent travels in the field. Bangui is a non-family posting. Travel outside Bangui is dependent on changing security conditions, especially for certain roads in the area. Recreational and social facilities are limited, and accommodation is modest. International staff members are required to live in joint accommodation.
