Individual Consultancy – Technical support to the Ministry of Human Rights and Refugees for Development of the Framework Action Plan on Education of Roma in Bosnia and Herzegovina, timeframe: March – June 2018

Under the overall supervision of the UNICEF Education Officer, and in coordination with responsible person from the Ministry of Human Rights and Refugees BiH, the consultant will: a) Analyze legal documents (international and domestic) from the perspective of the right to education of national minorities and valid treaties and conventions that BiH has signed with regards to national minorities. b) Coordinate and communicate with the members of the Expert Team on regular basis. c) Collect, consolidate and analyze inputs from the members of the Expert Team. d) Present the draft version of the Action plan at three validation workshops to representatives of relevant education stakeholders and representatives of Roma non-governmental organizations. e) Finalize the document based on the comments received at the validation workshops. f) Submit the final document to the Ministry of Human Rights and Refugees BiH and UNICEF.

UNICEF Bosnia and Herzegovina is seeking an individual consultant to support the Ministry of Human Rights and Refugees BiH in the development of the Framework Action Plan on Education of Roma in Bosnia and Herzegovina for the period 2018-2022.  

Under the overall supervision of the UNICEF Education Officer, and in coordination with responsible person from the Ministry of Human Rights and Refugees BiH, the consultant will:
 
a) Analyze legal documents (international and domestic) from the perspective of the right to education of national minorities and valid treaties and conventions that BiH has signed with regards to national minorities.

b) Coordinate and communicate with the members of the Expert Team on regular basis.

c) Collect, consolidate and analyze inputs from the members of the Expert Team.

d) Present the draft version of the Action plan at three validation workshops to representatives of relevant education stakeholders and representatives of Roma non-governmental organizations.

e) Finalize the document based on the comments received at the validation workshops.

 

f) Submit the final document to the Ministry of Human Rights and Refugees BiH and UNICEF.
 

Deliverables and deadline(s) for submission: 

  • Desk review of the existing documents on the rights to education and relevant EU strategic documents, regulations and policies governing this field (By 25 March 2018)
  • Presentation of the first draft of the document (By 2 April 2018)
  • Finalization of the Framework Action Plan on Education of Roma in Bosnia and Herzegovina for the period 2018-2022  (By 10 June 2018)

 

Qualification or Specialized Knowledge/Experience Required:

  • Minimum Master Degree in Human Rights/Rights to education, Social Sciences or related field; PhD is an asset.
  • Minimum 10 years of work experience (including research) in the area of human rights/rights to education and/or education policy field with focus on marginalized groups;
  • Excellent knowledge of the BiH legislation and polices in the area of education;
  • Excellent knowledge of the human rights issues with focus on rights to education and education on human rights;
  • Experience in development of strategic documents;
  • Experience in working with the governmental and non-governmental sectors in the area of human right in education, education on human rights
  • Excellent analytical and writing skills (books, articles, projects and researches);
  • Strong communication and interpersonal skills;
  • Strong presentation skills;
  • Strong planning and organisational skills;
  • Working knowledge of English language;
  • Highly proficient in spoken and written BHS;
  • Good knowledge of the MS Office;
  • Previous experience with the UN is an asset
