II. Organizational Context and Purpose for the job


Purpose for the job: Under the general guidance of the Deputy Head of Office, the incumbent is responsible for the design, management, coordination, execution, monitoring and evaluation of C4D strategy to promote awareness, understanding, support and respect for children’s and women’s rights and development of social mobilization plans that support community empowerment and behaviour change as key components of the country programmes in the Kosovo1.

Summary of key functions/accountabilities:

1.  Policy Direction
Set policy directions for communication for development team and ensure the communication programme is in line with Kosovo Office and SP priorities, CCCs and UN reform. 

  •   Make viable recommendations and decisions on appropriate communication for development strategies to achieve the organization's global goals, and to support UNICEF's mission in the country.
• Provide expert advice and assistance to the UNICEF team and national counterparts on attitude and behaviour change modalities that contribute to changing mindsets and are culturally sensitive and tailored to address changing programme contexts.
2. Communication for Social Change strategy
Ensure that the Kosovo Office develops a C4D strategy and associated  Action work plan to support the achievement of programme objectives

* Develop, maintain and update the country C4D strategy and work plan for office top programme priorities on annual basis to support the AMP and RWPs. That Strategy and work plan include an environmental and stakeholder assessment; objectives; target audiences, messages and media mix; resources; specific actions, activities and products; monitoring and evaluation of impact, success and opportunity for improvement; on-going refinement of the strategy.

3.  Promotion of Appropriate Use of Communication for Social Development

Provide advice on appropriate use of communication and approach for social development, aimed at both individual behaviour change and collective action/policy advice.
•   Provide expert advice, coordination and technical support to government counterparts and other partners in the development and strategic use of communication for social development to ensure optimum leverage and impact of communication activities on programme, policy and advocacy activities.
•   Collaborate with government officials, community leaders, UN, and bilateral agencies and NGOs in the organization of activities, operational research, advocacy and exchange of information and ideas supportive of programme communication goals and strategies.
• In collaboration with UNICEF and government programme officers, designs and manages/facilitates the implementation of communication plans of action aiming at: (a) behaviour development/change at individual/household levels; (b) social mobilization of civil society organizations; and (c) increased community participation in development programmes.

• Monitors and evaluates activities on the basis of applied targeted communication research and frequent visits to project sites.  Disseminates communication research finds, ensures exchanges of experience and new methods to government officials, programme staff, and other UNICEF partners.

5.   Capacity Building for Sustainability

•    Provide advice on capacity building of communication for development teams, both within UNICEF and outside of UNICEF, among counterparts.
•    Oversee and advise on the development of goals, strategy, plans as well as training materials and activities to build up capacity in participatory and behaviour change communication for personnel involved in the planning, implementation and evaluation of communication for development intervention, in support of programme sustainability.

6.   Resource Mobilization and Management

•   Participate in the budget planning & review process, and ensure the optimal resource allocation, appropriation of allocated programme funds and the compliance with rules and regulations.
•   Participate in and contribute to the budget and programme review and planning process. Establish programme work plans, allocation of resources, and monitors progress and compliance. 
•   Take appropriate actions to optimize use of programme funds and mobilize resources; improve programme efficiency, quality and delivery through a rigorous and transparent approach to programme planning, monitoring and evaluation.
•   Oversee the overall allocation and disbursement of programme funds, making sure that funds are properly and effectively coordinated, monitored and liquidated. 

 

IV. Impact of Results (Please briefly outline how the efficiency and efficacy of the incumbent impacts its office/division and how this in turn improves UNICEF’s capacity in achieving its goals)

The efficiency and efficacy of the incumbent will contribute to improve policy advice on the articulation of C4D strategies and priorities in annual programme work plans, with an emphasis on those that promote equity for children and social inclusion of the most vulnerable groups. For example, the incumbent will lead the implementation of the First 1000 days of a child’s life Action Plan for two years 2018-2019, with clear identification of key integrated interventions, partners and stakeholders, resources, M&E framework.

VI. Recruitment Qualifications


Education:

Advanced University degree in the social/behavioural sciences, (Sociology, Anthropology, Psychology, and Health Education) with emphasis on strategic communication planning for behaviour development, social mobilization, and participatory communication, and research, training/facilitation and impact evaluation of communication interventions.

Training in communication for development and implementation in communication for development, social mobilization and behavioral change. Training in inter-disciplinary approach in programme   communication..


Experience:
Minimum 5 years relevant professional work experience in the planning and management of social development programmes, including 2 years in with practical experience in the adaptation and application of communication planning processes to specific programmes.


Language Requirements:

Fluency in English and another UN language. Local working language of the duty station an asset
