Purpose of the post

The head of project manages preparations and follow-up of the International Conference and Council of Delegates. These meetings are key platforms through which the ICRC secures support for its actions and advances its strategic objectives as well as those of the Movement. 

This is a fully transversal role requiring mobilization and coordination of efforts across headquarters divisions and delegations. The project is guided by a project steering committee, with regular orientation and decisions by the Directorate and Assembly. Externally, the head of project works intensively with counterparts at the International Federation, with the Standing Commission and Conference Commissioner – the smooth collaboration with each being essential to the role. S/he also has regular contact with diplomatic missions and National Societies.

Main duties and responsibilities

Under the supervision of DIR_GEN_MOUV_CHF:

  • Develop the ICRC’s goals for each meeting
  • Develop a 4-year action plan for the meetings cycle
  • Ensure visibility of the meetings in- and outside the Movement
  • Advise and coach file holders to fulfill the requirements to bring their subjects for decision at the meetings – as well as on working with their Federation and National Society counterparts
  • Manage the ICRC’s participation in the joint organizing committee for the meetings (ensuring progress of preparations and maintaining efficient working relations with the other members)
  • Coordinate the production, translation and dispatch of all official working documents for the meetings
  • Ensure strict adherence to the statutory rules – while devising and implementing innovations in the format and preparatory process of the meetings
  • Represent the ICRC in briefings and informal meetings with government representatives and National Societies
  • Manage the ICRC budget and contribution to the joint budgets for the meetings
  • Coordinate the ICRC’s participation in the Standing Commission
  • Coordinate ICRC’s (observer) participation in the Regional Conferences of the International Federation
  • Advise and assist colleagues for the preparation of other meetings with a major Movement dimension

Education and experence required

  • University degree, International Relations or International Law an asset
  • Minimum of five years’ experience working in the Movement (ICRC, Federation, National Society) – mix of headquarters and field experience an advantage
  • Experience working in or with National Societies
  • Previous experience of managing institutional projects
  • Previous experience demonstrating institutional representation and negotiation, diplomatic skills
  • Track record of working transversally, of influencing and motivating colleagues working in other divisions and organisations
  • Experience in multilateral / diplomatic fora an asset
  • Previous experience of working with committees and Governance an asset
  • Excellent written and spoken English. Spoken French, Spanish and/or Arabic an asset
