Operatinal context

Malnutrition continues a significant concern in Egypt as a consequence of limited access to food, poor dietary diversity and habits, resulting in increasing prevalence of malnutrition over the past few years which is manifested in different forms like widespread micronutrient deficiencies, anemia, stunting and wasting. As a response and in support to the Government of Egypt, supporting and strengthening capacity for implementation of nutrition-related strategies and programmes of the Government for sustained nutrition interventions and advocacy to enhance awareness on food and nutrition security issues, under the WFP corporate Strategic Result number 2 for “No one suffers from malnutrition” and the specific Egypt Country Office key Outcome aiming at “Targeted populations in Egypt have improved nutritional status by 2030”, through the 5-years Country Strategic Plan the WFP Egypt CO will support and complement the Government’s programmes to nutritionally vulnerable communities (with focus on pregnant and lactating women and children aged 6-23 months) in targeted areas, and support related activities such as social and behavioral change communication and deworming.

ORGANIZATIONAL CONTEXT

These jobs are found in Headquarters (HQ), Regional Bureaux (RBs) or Country Offices (COs) and report to the Division/Regional/Country Director or the designate. P3 job holders are likely to be involved in more straight forward nutrition programmes and/or focus on a specific theme(s).

JOB PURPOSE

Under the direct supervision of the Head of Programme unit and the general supervision of the Deputy Country Director, the selected incumbent will lead and manage activities and the related outcome to support nutrition programmes, provide technical advice and capacity strengthening on nutrition strategies, oversee programme design and implementation, analyze and report on information for nutrition security, as well as ensure implementation of enabling systems for nutrition interventions including advocacy, coordination and programme linkages to ensure that WFP activities are nutrition-sensitive. The incumbent will be responsible for the following

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Public Health Nutrition, Nutrition, Food Technology, Medicine or other relevant field

Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese

KEY ACCOUNTABILITIES (not all-inclusive)

  1.  Provide technical advice to WFP Egypt Country Office on nutrition-specific and nutrition-sensitive programming and policy issues including assessment and analysis, the choice of objectives, activities, transfer modalities and commodity choice for nutrition specific and nutrition sensitive programming in line with WFP standards and processes.
  2. Support the strengthening of national nutrition initiatives, including the development of national government policies related to nutrition as well as nutrition strategies, action plans, protocol and guidelines in line with the SUN Movement and international guidance and current evidence.
  3. Work with staff in procurement, supply chain, finance, other programme units and other divisions to ensure effective design and delivery of WFP nutrition programming.
  4. Provide support for operational partnerships, including fostering inter-agency collaboration, to ensure a strong multi-sectorial response to nutrition in both emergency and non-emergency settings.
  5. Assume project management support to defined nutrition projects and activities, ensuring a coordinated approach with wider programmes/ projects that complies with WFP standards and procedures.
  6. Develop and co-ordinate data gathering and monitoring/assessment systems ensuring that rigorous quality standards are maintained.
  7. Track and analyze data to provide input into reporting activities and contribute to the preparation of accurate and timely reporting on nutrition activities that enables informed decision making and consistency of information presented to stakeholders.
  8. Prepare accurate and timely reporting and learning, contributing to a knowledge base that informs decision making of WFP and other stakeholders.
  9. Design, conduct and communicate the nutrition situation clearly and effectively to different stakeholders.
  10. Represent WFP at regional, national and international meetings to contribute in technical discussions, exchange experiences, advocate for nutrition interventions and identify areas of potential collaboration.
  11.  Lead the capacity building of WFP staff, partners and national government counterparts to prepare for and respond to nutrition needs including the production and review of training materials.
  12. Support the monitoring and evaluation of WFP activities, provide technical analysis, and interpretation.
  13. Guide and supervise more junior staff, acting as a point of referral and supporting them on more complex analysis and queries on nutrition related matters.
  14. Contribute to emergency preparedness actions, providing technical recommendations on contingency planning, risk analysis and early warning related to nutrition risks.
  15. Act in an assigned emergency response capacity as required to meet emergency food assistance needs.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Experience: Has more than five years of experience working across the development sector for nutrition including the following:

  • Experience working within governments / UN / INGO’s / NGO’s on developing nutrition policies and/or implementing nutrition programmes (nutrition-specific and nutrition-sensitive);
  • Experience in leading and managing nutrition related programmes and projects in multiple locations;
  • Experience in strategic planning at country level with engagement in policy discussions and providing inputs into policy decisions including working with the government to develop national strategies;
  • Experience in building strategic partnerships with multiple governments to raise awareness on nutrition related issues;
  • Experience in designing nutrition programs or approaches including preparing complete proposals and reviewing plans & budgets and reports for management;
  • Experience in designing new innovative models and implementing them in the country context;
  • Experience in managing relationships and national capacity building initiatives with UN agencies, NGOs, private sector and/or government organizations;
  • Experience presenting nutrition findings / global evidence to governments to build country specific nutrition plans/programmes
  • Experience representing agency at global forums and / or international / national forums / venues;
  • Experience in the development and management of Social and Behavioral Change for Nutrition
  • Experience working in development context
