For more than 30 years, Médecins du Monde, a campaigning medical organization committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organization do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on four priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.

MdM used to be operational in Uganda from the 1990s until 2005. MdM ran HIV/AIDS programmes with technical and financial support to the hospital of Kakuuto for HIV counselling and testing, and for laboratory activities. Médecins du Monde France also supported the creation of the Kakuuto Aids Post Test Club (KAPTC) for psychosocial activities for people living with HIV. MdM also provided support to CIPA, a community-based organisation set up to ensure the sustainability of HIV/AIDS prevention activities.
Since 2015, MdM has been supporting Most At-Risk Populations (MARPI) through grants and training. Besides that, MdM has trained members of grassroots LGBT organisations to project cycle management. In addition, MdM provides local LGBT leaders (three in 2017-2018) with scholarships for training on leadership.
In July 2017, a fact-finding mission was conducted in the South Sudanese refugee settlement of Bidibidi, northern Uganda, where the French section of MSF has been present since 2016. The fact-finding mission has led to an intervention proposal to progressively take over all the MSF activities at Bolomoni HC III (Health Centre level 3) as well as their outreach activities in Bidibidi refugee settlement by the end of the year 2017. Then a 3-year intervention (2018-2020) with a possible partnership with Human Rights Awareness and Promotion Forum (HRAPF) will aim at reducing mortality and morbidity rates. It will include:
•The running of all OPD and IPD activities at the Bolomoni HC III
•The preparation of the progressive handover of the Bolomoni HC III to the health district of Yumbe through capacity building of MoH staff
•A close collaboration with the local population and the empowerment of communities
•A strong focus on mental health and psychosocial support, while developing a mental health community approach and covering some gaps identified
•The strengthening of the GBV levels of intervention through covering some gaps identified
•A socio-anthropological analysis of community organisation, community coping mechanisms and expression of emotion within the refugee settlements.

TASKS AND RESPONSIBILITIES:

Under the responsibility of the head of the Africa Unit (based in HQ), you are directly reporting to the desk officer. You are responsible for ensuring the delivery of quality programmes, fundraising and budget management, security and operations management. You will have a strong additional focus on building and developing the relationships with national and local authorities, and with stakeholders, and on establishing procedures.

More specifically, your responsibilities are to:
-Supervise the programme implementation and the monitoring and evaluation system
-Continue to work on the mission and programmes’ registration process with the Government of Uganda authorities
-Be responsible for exploring, designing and establishing partnership relations
-Participate in identifying the advocacy goals in country and at regional level
-Continuously assess and analyse the overall humanitarian situation in Uganda
-Supervise the financial system and the design of annual budgets and revised budgets
-Manage and supervise international and national staff teams
-Work with the administrative coordination team for quality of the human resources and the working conditions
-Be responsible for the security of people and the implementation of safety rules
-Participate to the different coordination meetings and clusters
-Carry out negotiations and maintains regular relations with the local authorities and other stakeholders (NGOs, donors, embassies)
-Negotiate agreements, work connections, MOUs etc. with the local authorities and the possible modifications
-Identify potential new donors and raise funds
-Propose and design the modification of proposals and potential no cost extension
-Maintain RMs (= a Volunteer MdM Board Delegate to the mission) and Desk Officer regularly updated on regular basis
-Facilitate media activities in coordination with desk and HQ Communication Department
CONDITIONS OF EMPLOYMENT:
Status : Employee Contract : Fixed-term contract
Duration : 12 months

Starting date: 1st of April 2018
Position based in Yumbe - northern Uganda

2961 euros gross monthly salary on 13 months
Expatriation bonus (10% gross salary per month)

22.5 RTT per year

SKILLS AND EXPERIENCE NEEDED:
Experience in managing emergency and development humanitarian projects as field coordinator or general coordinator
Experience in working with donors and with local partners
Good sensitivity and experience with administrative and registration issues
Experience in advocacy would be an asset

Languages: English fluent
French would be an asset

Knowledge of the Pack Office
Ability to take quick decisions, diplomacy
Capacity to take initiatives, strong organizational and management skills
Good writing and communication skills
Interest in politically sensitive projects (e.g. sexual minorities and gender identities)
