OBJECTIVES OF THE PROGRAMME

(i) to improve health security across the WHO European Region by maintaining regional alert and response operations and assisting countries in building their capacity for surveillance systems, preparedness for, and response to all health emergencies, in line with the requirements of the International Health Regulations and specific country risks; (ii) to promote WHO's leadership in health emergencies and communicable disease prevention and control, including through relevant regional initiatives and specific research projects;(iii) to assist countries in the Region to design, establish and run effective health programmes that are able to tackle the burden of communicable diseases, particularly, HIV/AIDS, tuberculosis, especially M/XDR-TB, viral hepatitis, influenza, malaria, antimicrobial resistance and vaccine-preventable diseases through strengthened immunization programmes, and to achieve/maintain regional elimination/eradication goals as for measles, rubella, malaria, and poliomyelitis; (iv) to ensure, within EURO, the availability of state-of-the-art competency to provide high level technical support to Member States of the Region, in collaboration with Headquarters and in close partnership with relevant institutions of the Region.Within the Division, in collaboration with partners such as the Global Fund, UNAIDS, and under the relevant strategic frameworks, the main objectives of the Joint Tuberculosis, HIV and viral Hepatitis (JTH) Programme are to\:provide state-of-the-art and context-specific technical assistance to the Member States on TB M/XDR-TB, HIV and viral hepatitis prevention, control and care; provide evidence-based prevention and control policies, guidelines and standards; strengthen Member States response to HIV, viral hepatitis and sexually transmitted infections, with improved outcomes and impacts; support Member States in adapting control strategies within the context of strengthening health systems and people-centred approaches in line with Universal Health Coverage;--> assist Member States in implementing the global and regional committal documents including Global End TB Strategy, TB Action Plan for WHO European Region 2016-2020, Global health sector strategy on HIV for the period 2016-2021, Action Plan for the Health Sector Response to HIV/AIDS, Global health sector strategy on Hepatitis for the period 2016-2021 and Action Plan for the Health Sector Response to Hepatitis;support Member States in monitoring and evaluation of national control programmes for HIV/AIDS, TB, M/XDR-TB and viral hepatitis;foster bilateral, multilateral and multisectoral collaboration and partnership;develop stronger linkages between tuberculosis, M/XDR-TB, HIV/AIDS, viral hepatitis, sexually transmitted infections prevention and control programmes and other health programmes and services particularly to drug dependence, sexual and reproductive health, and maternal, newborn and child health services; address TB, HIV/AIDS, hepatitis, TB/HIV co-infection, multidrug-resistant TB and the needs of poor and vulnerable populations; assist Member States reduce vulnerability and address structural barriers to accessing services; leverage broader health outcome and contribute to health system strengthening based on primary health care and the engagement of all care providers;empower people with TB, HIV/AIDS, hepatitis, civil society and communities to contribute to policy development, implementation and monitoring response; enhance advocacy, communication and social mobilization for improved control programmes; and enable and promote research.

DESCRIPTION OF DUTIES

(i)To provide policy advice and technical guidance to the Ministry of Health and relevant health authorities in the Russian Federation with the aim of updating strategies and supporting actions for evidence-based prevention, diagnosis, treatment and care of HIV/AIDS, viral hepatitis and tuberculosis, in the context of Universal Health Coverage. Under the supervision of the WHO Representative and with guidance from the Communicable Diseases Coordinator & Programme Manager JTH, the incumbent will assume the following responsibilities\:(i) Supports policy dialogue with the Member State in people-centered care for TB, HIV and viral Hepatitis and supports the Ministry of Health in development of national policies, strategies and plans of action within the area of TB, HIV and viral hepatitis, in line with the strategies and programme priorities established at global, regional and national level. Supports the Member State in the operation of High Level Working Group on HIV, the High Level Working Group on TB and other relevant policy making bodies in/to which WHO is involved and/or invited;(ii) Develops plans, coordinates and communicates technical assistance needs in a timely, transparent and efficient manner. This includes communication with both internal and external stakeholders. Plans and prepares regular virtual conferences, face to face meetings and follow-up on action points discussed. Initiates and leads preparation of visits of relevant WHO staff to the country through development of mission agenda, communication with national and international stakeholders and others as required;(iii) Provides expert advice to the Member State in the area of HIV, TB and viral hepatitis;(iv) Provides WHO's inputs to diverse communication material for public awareness, collaborative activities with the professional societies and announcement of events led or co-led by WHO;(v) Organizes tailored capacity building activities for national and, if appropriate, subnational stakeholders and health managers in the country; (vi) Prepares work-plans and budgets for WHO technical activities based on technical assistance needs in the country within the area of TB, HIV and viral hepatitis; develops and prepares technical and financial reports and other relevant documents;(vii) Participates in the design and implementation of operational research studies and assists the Member State to translate the findings for evidence based policy development;(viii) Identifies and negotiates with potential partners and donors in the country and undertakes fund raising for WHO's work;(ix) Performs other regional or national duties as required.(x) Performs other duties in the scope of the assignment as requested.

REQUIRED QUALIFICATIONS

Education

Essential\: Advanced university degree (Master's level) in medicine and/or public health.
Desirable\: Post-graduate training in the field of HIV, TB and M/XDR-TB.

Experience

Essential\: At least five years public health work experience in communicable diseases, of which at least 2 years at the international level. At least two years of practical experience in implementing or advising on prevention and control of drug resistant tuberculosis OR HIV/AIDS prevention and care in the WHO European Region.
Desirable\: Experience in the management of public health projects in the WHO European Region. Experience in raising funds and managing donors.

Skills

Demonstrated knowledge of public health, epidemiology and particularly of disease prevention and control strategies and programmes. Ability to design and implement studies, to conduct effective planning, to analyse data and to write concise reports. In depth knowledge of country context and health systems. Skills to plan, implement and evaluate public health interventions and improve performance on a continuous basis.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 71,332 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3578 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
