Peace and Security Centre

The UNOPS Peace and Security Centre (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Centre is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. It is headed by the Centre Director who has the overall authority and accountability for the performance of the Peace and Security Centre on behalf of its clients.

United Nations Mine Action Service (UNMAS) DRC

The Democratic Republic of Congo (DRC) has suffered nearly two decades of turmoil, particularly in the eastern provinces. The use of landmines was a feature during the conflict and Explosive Remnants of War from the fighting remain a hazard.

UNMAS established its presence in the DRC in 2002 to provide support to the Peacekeeping Mission (MONUSCO) and to conduct humanitarian mine action. It continues to work with all actors involved in mine action, and weapons and ammunition management and safety issues.

Functional Responsibilities

Under the direct supervision of the Associate Programme Officer (APO), the Programme Analyst will provide programme support to the UNMAS DRC programme including; reporting, communications, external liaison and producing funding proposals.

Summary of Functions:

  • Coordinate and provide support to national mine action authority and coordination with development, humanitarian and security actors as part of UNMAS strategy for DRC;
  • Provide support in preparation of project proposals for new projects and extensions of ongoing projects;
  • Prepare Programme Quarterly and Annual reports;
  • Maintain up-to-date Programme Briefs and Fact Sheets;
  • Develop routine and ad-hoc reports per relevant guidelines and within the agreed deadlines. These includes but not limited to, Programme Briefs, Factsheets, UN DPKO (OROLSI) reports, Substantive Reports and Meeting notes;
  • Coordinate visits of donors and other delegations to the programme;
  • Provide programme information to partner agencies , non-governmental organizations and contractors and UN agencies;
  • Maintain accurate tracking system of the donors, their funding contributions and progress against achieving outputs;
  • Support the APO in the drafting and processing of grants including; drafting of Call for Proposals, evaluation of proposals, drafting of Grant Support Agreement, monitoring routine reports, completion of grant reports;
  • Assist with the supervision of grants with all mine action partners to ensure contractual conformity;
  • Ensure the active participation of Centre Congolais de Lutte Antimines (CCLAM) in the national and provincial Protection Cluster meetings and support with the preparation of presentations as part of the GTLAM as needed. Liaise with CCLAM as requested;
  • Ensure the timely submission of Humanitarian Action Plan (HAP) dashboard and any other requirements from UNOCHA and UNHCR, in coordination with CCLAM and the APO;
  • Ensure timely submission of the United Nations Development Assistance Framework (UNDAF) effects as required in coordination with the Information Management (IM) section to ensure consistency of data;
  • Liaise with UN partner agencies and donors in mine action in obtaining up to date information on potential funding and projects;
  • Support the CCLAM in the reactivation of the Groupe de travail (GT) with CCLAM as part of their responsibilities and support efforts to increase Humanitarian Mine Action NGO eligibility to Humanitarian Funding in the DRC;
  • Coordinate with the APO and CCLAM to provide response and support to the global M&E surveys and reporting and provide feedback as required;
  • Contribute to the design and development of mine action projects;
  • Provide input for proposal review and maintain review documents;
  • Coordinate and assist in planning of UNMAS events, meetings with senior management and Implementing Partners, representation of UNMAS in other UN events;
  • Assist the APO in the drafting of the DRC Portfolio for mine action and conduct quality assurance of all the data provided to ensure its accuracy;
  • Assist the APO in maintaining accurate and up–to-date information on the quality of Implementing Partner activities;
  • Provide support and follow-up to UNMAS field/operations offices on coordination and communication matters with the Armed Forces of DRC(FARDC), Congolese National Police (PNC) and other national authorities in support of ongoing and/or future projects;
  • Maintain up-to-date contact lists of Humanitarian Mine Action actors, Donors, Embassies and other UNMAS contacts;
  • Assist the APO in reaching out to new donors to expand funding for the Mine Action Sector for the DRC programme;
  • Draft correspondences to national authorities, keep adequate records and follow up in coordination with all UNMAS operations offices Liaise with UN partner agencies and donors in mine action in obtaining up to date information on potential funding and projects;
  • Maintain documentation of decisions and actions taken on programme issues; Represent UNMAS, if necessary, in public information initiatives and maintain close working relationships with UN partner agencies on public information activities and report back to the programme;
  • Perform any other programme support activities as required.

Education/Experience/Language requirements

Education:
  • Secondary Education (High school or equivalent) with a minimum of Six (6) years of relevant work experience OR
  • A First level university degree (Bachelor’s degree or equivalent) in business administration, Project Management, social Sciences or other relevant field, combined with two (2) years of relevant experience.

Experience:

  • Relevant experience is defined as experience in Programme Support, Project Management Support or Project Administration.
  • A minimum of 1 year of experience in report writing and preparing project proposals is required.
  • Experience with UN/UNOPS policies and procedures is desired.
  • Experience in information technology skills/MS Office is desired
  • Experience in Mine Action is desired.
  • Experience in conferences and event administration is desired.
  • A National Driving License (operating manual transmissions) is required.
Language:
  • Fluency in French (speaking, writing and reading) is required.
  • Fluency in English (speaking, writing and reading) is required.
  • Knowledge of another UN official language is desired.
