Pact an International NGO based in Antananarivo and recognized global leader in international development, seeks to employ a candidate with expertise in program management to implement its USAID-funded project, Hay Taowhich aims to enhance the enabling environment for effective community-based natural resource management (CBNRM) and conservation of biodiversity in Madagascar through a number of targeted interventions.

The Deputy Chief of Party (DCOP), Natural Resources Management/Biodiversity Specialist will provide programmatic leadership for all objectives and cross-cutting themes. He/she will be the point of contact for technical counterparts within the Government of Madagascar and other stakeholder institutions, organizations, and programs, including the associated USAID-funded Mikajy activity, and will coordinate engagement with experts from the Technical Assistance pool. Bringing core expertise in terrestrial and marine NRM and biodiversity conservation, he/she will oversee the project’s technical team, including direct supervision of key personnel.

Minimum Duties and Responsibilities

  • Acting as the leader for program activities (organizational support, training and communication, information management, analysis and policy development), including direct supervision of program staff.
  • Serving as the liaison between the project and all other public and private sector counterparts, implementing partners, and other donors involved with environmental knowledge management and capacity building.
  • Providing programmatic leadership in the engagement of cross-cutting concerns such as climate resilience considerations, gender and youth mainstreaming, and ICT applications to promote development objectives under this program.
  • Keeping the COP apprised regarding issues of program management and implementation; principal assistant of the COP to resolve issues of program management and implementation.

    Minimum Educational Qualification, Expertise and Key Skills**

  • Bachelor’s degree with 13 – 15 years experience or Master’s degree with 10 – 12 years experience in forestry, marine fisheries, or another degree related to biodiversity, NRM and/or land tenure and property rights focused at the community level

  • At least ten (10) years of professional experience in managing and implementing terrestrial/marine Protected Area Management, and/or Community Based Natural Resource Management (CBNRM), and/or community-based forestry programs, and/or community-managed marine areas.

  • At least five (5) years of experience working on environment-related law and policy development and/or tenure and property rights issues for natural resources.

  • Substantial experience working in Madagascar context.

  • Proven ability to supervise multi-disciplinary teams and manage multi-disciplinary activities (organizational support, training and communication, information management, analysis and policy development).

  • Strong relationships with government officials and policy makers, donors, private sector and environment program actors.

  • Excellent communications skills including full fluency in English and French**Preferred Qualifications**
