OBJECTIVES OF THE PROGRAMME

The Department of Finance ensures that the financial management framework provides the required financial controls, reporting systems and procedures to meet the Organization's needs. It is therefore responsible for WHO's accounting policies and systems. The Department of Finance also has the responsibility for insurance and pension services including administration of operations and risk management relating to staff and other financial risks.

DESCRIPTION OF DUTIES

- Participate in the design, development, and testing of new control/compliance modules, facilities, and interfaces for the SHI HIIS and SHI-Online related to compliance of SHI claims.

- Participate in the testing and implementation of change management related activities in collaboration with Head SHI on compliance issues.

- Assesses application of control measures in the processing of SHI claims, in part through performing regular spot checks of claims.

- Keep abreast of and evaluate new technologies and tools that could potentially improve the products in the assigned domains for compliance of SHI claims. 

- Follow up on open internal and external audit reports in relation to compliance of SHI claims.

- Assist managers in implementing audit recommendations and rectifying control weaknesses as needed.

- Participates in compliance reviews when requested by IOS.

- In consultation with Head SHI, conducts initial assessments and prepares case files, for handover to IOS, when a suspicious or irregular case is identified.

- Ensure user's requests are captured, monitored and dealt with in an efficient and timely manner and that the claims team are fully briefed on changes to controls in the SHI systems. Ensures that Information Notes are prepared on compliance as and when.

- Perform all other related duties as required by the supervisor.

REQUIRED QUALIFICATIONS

Education

Essential\: A first-level university degree in Business, Management, Information Systems, Social Science , accounting, law, administration or related field.
Desirable\: Certification in auditing, such as Certified Internal Auditor, Certified Information Systems Auditor, Courses in auditing/compliance would also be considered an advantage. Training in information systems development would also be an advantage.

Experience

Essential\: A minimum of two years' experience at national/international level in compliance/audit, planning, design, development, implementation and maintenance of management information systems or related area.

Experience working in the insurance or medical services industry.

Experience of using an ERP system such as Oracle or SAP.
Desirable\: Experience in WHO, the United Nations System or another international organization.

Experience working in a claims processing environment.

Experience working in an ICT support related function, with hands on working knowledge of software development using any IDE/programming language, Transact-SQL, and Microsoft SQL Server.

Experience in Application/Product management, Systems Analysis and Requirement Documentation.

Proven experience in application development and product support.

Skills

1. Applied knowledge in the area of Staff Health Insurance and the UN system.

2. Knowledge of auditing principles and their applications.

3. Understanding of accounting and financial principles.

4. Good knowledge of management and use of ERP systems, such as Oracle with excellent knowledge of MS Office products and ability to apply IT technology when needed as well as a thorough understanding of the application development life cycle, as well as data and system modeling.

5. Excellent interpersonal skills with the ability to work in a team, establish effective working relationships with people of different nationalities and cultural backgrounds and to think and act quickly, sometimes under pressure, and yet remain meticulous, courteous and make good judgments.

6. Quality focused with excellent attention to detail and capable of prioritizing own workload in a high pressure and time constrained environment.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 46,472 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3276 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
