What we do

The International Committee of the Red Cross (ICRC) works worldwide to provide humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and at the same time promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The TRAK Unit (Trends, Reputation, Analysis & Knowledge Unit) comprises of two functional areas: the support to Operations and the support to Policy and Strategy. Reporting to the unit’s management, Information Analysts use their knowledge of contexts, regional, and global issues to assess the quality of information gathered, and to convert the information into useful insight that is shared with the ICRC decision makers. The main purpose of this TRAK Information Analyst position is to produce valuable and actionable reports/insights on emerging trends and issues that could affect the reputation & the operations of the ICRC and to prepare assessments of opportunities, risks and trends. He/she uses sophisticated tools and advanced analytical techniques to monitor and analyze open source information to complement internal contextual knowledge.

New technologies have been modifying the scale and complexity of inter-play between digital/cyber-space and reality and are creating significant adaptation challenges, especially for analyzing and understanding uncertainties, intervening and engaging with stakeholders and delivering aid.

One of the information analyst’s responsibilities will be to design and lead information research projects for the AMERICAS region and, when relevant, scale up appropriate (new) approaches combining big data technologies and traditional analytical techniques.

By looking for facts, assessing and validating the credibility of the information and the sources the information analyst provides an objective complementary reading of conflict and violent environment and therefore contributes to reinforcing the ICRC identity of a neutral and independent humanitarian (NIHA) actor in the region.

Main duties and responsibilities

  • Support AMERICAS regional management team (RMT) decision making by providing timely and relevant insight based on public sources of information.
  • Carry out tailored in-depth research and analysis (quantitative and qualitative) using information from a wide range of open sources and specific tools.
  • Propose proactive research in coherence with Institutional priorities, Regional Strategic framework, and delegations’ PFR.
  • Use estimative and predictive analysis techniques to identify trends and emerging issues in the media landscape at an early stage.
  • Provide and share analysis of (political) regional trends in collaboration with ES Officers, information analysts, regional experts and HQ units.
  • Strengthen the regional network of environmental scanning officers and information analysts based in delegations by helping them building their analytical capacities and by enhancing collaborative work.
  • Act as a reference in verified sources of information and data quality for open source data projects.
  • Comply with data privacy rules and confidential information.

Education and experience required

  • University degree or postgraduate studies with a specialization in international relations or social & political sciences studies preferred;
  • 3 years of experience in monitoring and analyzing open source information to support decision making, including & preferably in the humanitarian field
  • Proven capacity to deliver analytical products
  • Sound knowledge of cyber propaganda and digital communication
  • Significant experience in reputational or operational risk management with a focus on the identification of key risk factors and development of mitigation responses;
  • Experience in performing data analysis using open data or social media data an asset;
  • Fluency in Spanish, English and good command of French required
  • Portuguese an asset
  • Prior experience with the ICRC in the field, especially Protection, humanitarian diplomacy and GLOB (Global affairs and network unit) or COM (Communication division) an asset;

  • Strong research and synthesis skills, including verification and validation of sources and information
  • Ability to analyze and articulate complex issues and formulate recommendations based on available information;
  • Commitment to produce and share transparent and reproducible research;
  • Genuine interest in neutral humanitarian actions
  • Strong organizational skills and sense of priorities;
  • Ability to work with a high level of autonomy but also as part of a team;
  • Ability to work under pressure and to respect tight deadlines (resilient to stress);
  • Flexibility to support the TRAK team of analysts in crisis and emergency situations.
