Background Information - Myanmar

Myanmar is one of UNOPS’ leading offices in Asia, acting as fund manager for three of the largest development programmes in the country, namely the Three Millennium Development Goal Fund (3MDG), the Livelihood and Food Security Trust Fund (LIFT) and the Joint Peace Fund (JPF). Also, UNOPS is Principal Recipient for the Global Fund in Myanmar and the Global Fund’s regional artemisinin-resistance initiative targeting drug-resistant malaria in the greater Mekong sub-region. UNOPS provides procurement, infrastructure and project management services to a wide range of organizations in the country, including the Government of Myanmar, international development partners, other UN agencies, NGOs and INGOs. UNOPS plays a critical role in ensuring that the quality of services provided to its partners meets stringent requirements of speed, efficiency and cost-effectiveness.

The Deputy Financial Management Officer- Operations will be working under the direct supervision and guidance of the Financial Management Officer (FMO) and the overall supervision of the Head of Support Services. He/she ensures full compliance with UNOPS policies, procedures and practices.The deputy FMO-Operations is responsible for the completion of monthly financial tasks and will play a key role in the successful delivery of financial services to all of UNOPS operations in Myanmar. The Deputy Financial Management Officer is responsible for the management of all activities related to financial services and accounting, data quality, treasury operations and, implementation of internal controls and audit coordination, planning and budgeting of shared services and admin budget. This requires the transparent utilization of significant financial resources. S/he analyses and interprets financial rules and regulations and provides solutions for a wide spectrum of complex financial issues.


Functional Responsibilities

  1. Management and leadership of a team of finance professionals
  • Ensure a high level of motivation within the team through appropriate coaching, continuous performance evaluation, effective conflicts management and resolution.
  • Lead the different teams of the finance operations, facilitate and foster a solution-focused culture, and promote teamwork and collaboration, providing clear direction, objectives and guidance to enable the teams to perform their duties responsibly, effectively and efficiently, ensuring the highest standards of conduct are observed.
  • Attract and retain talent in the finance operations to develop an agile and empowered team with the skills and competencies needed to ensure optimum performance and ability to respond to changing environment.
  • Continuous assessment of the performance and effectiveness of financial services and make decisions and recommend to the Financial Management Officer changes and/or corrective actions in the team structure and/or finance operations to enhance and maintain effectiveness in changing the environment.
  1. Financial management, financial reporting and controls
  • Development/review of office standard operating procedures, guidelines and control of workflows, implement effective internal controls and accounting for efficient delivery of financial services and safeguarding of the organization’s assets.
  • Support the FMO in the implementation of the MMOC Finance strategic plans and overall contribution to the achievement of MMOC strategic plan.
  • Establish and monitor the achievement of tactical and operational plans and regularly report to the FMO on performance indicators in the form of a regularly updated dashboard allowing tracking the team’s and individual team members performance.
  • Work under the guidance of the FMO towards the design, planning and orientation of the Finance team key performance indicators aligned with the MMOC finance strategic plan.
  • Ensure preparation, submission and approval of the office operating budget (LMDC), review recovery process; regular reporting and analysis, monitoring of expenditures and propose when necessary improvement in allocation practices for MMOC shared resources.
  • Ensure preparation, submission and approval of administrative budget based on office requirements; regular reporting and analysis, monitoring of expenditures.
  • Ensure data quality and control of the accounts by performing ongoing review, analysis and reconciliation of accounts.
  • Contribute to the preparation and act as focal point for financial operations for annual audits and other assurance processes performed for MMOC, and ensure the implementations of audit recommendations.
  • Plan, guide and manage finance operations including Treasury, Accounts Payable, Budget and Quality assurance processes.
  • Periodically conduct risk assessments on finance operations and propose mitigating actions to the FMO.
  1. Financial knowledge management and capacity building
  • Keep abreast of and incorporate good practices, approaches and technology to enhance finance delivery and results.
  • Advise on the development of a comprehensive financial management training strategy, plan and materials to ensure that adequate formal and informal mechanisms are available to office finance staff.
  • Lead/organize and conduct regular training/workshops to build the capacity of stakeholders in financial accounting. Identify and make an available expert resource for the training/workshops.
  • Contribute to the development of internal capacity across the Operations Center regarding financial accounting.
  • Ensure synthesis and dissemination of lessons learned and best practices in Finance.
  • Provide technical guidance and on the job training to ensure work standards are achieved, both regarding data quality of input/output processing.
  • Represents MMOC FMO to meetings with internal/external stakeholders when required.

 Monitoring and Progress Controls

The successful performance of the Deputy Financial Management Officer directly impacts the effective management and financial integrity of UNOPS through the effective stewarding of financial resources, maintaining appropriate controls and integrity of financial management by relevant UNOPS rules and regulations. Use own discretion to address unforeseen challenges and situations, seeking advice from and reporting directly to the Financial Management Officer when required.

Education/Experience/Language requirements

(A)    Education

  • Master degree in accounting, economics, public administration or related field is required.
  • Bachelor degree in combination with 2 additional years of relevant experience may be accepted in lieu of Master degree.
  • Professional Accounting, auditing or related designation (CPA, ACCA, CA) is required.

(B)    Experience

  • A minimum of 7 years of experience in accounting, audit, business administration, economics, commerce or related field or professional accounting and auditing is required.
  • Knowledge of the UN financial rules (IPSAS) would be an asset.
  • Experience in developing strategic level data such as scorecards and key performance indicators would be an asset.
  • Data analysis skills with large sets of data would be an asset.
  • Prior auditing experience, either as an auditor or auditee would be an asset.
  • Computer literate including knowledge of Word, Excel, PowerPoint and Access is required.
  • Knowledge of other software applications such as databases and ERP would be an asset. 

(C)    Language

  • Fluency in oral and written English and Myanmar is required.
