Organizational Setting

The objective of the Department of Nuclear Energy is to foster the efficient and safe use of nuclear power by supporting interested Member States in improving the performance of nuclear power plants, the nuclear fuel cycle, and the management of nuclear wastes; in catalysing innovation in nuclear power and fuel cycle technologies; in developing indigenous capabilities for national energy planning; in deploying new nuclear power plants; in preserving and disseminating nuclear information and knowledge; and in advancing science and industry through improved operation of research reactors.


Main Purpose

Reporting to the Deputy Director General, Programme Coordinator provides advise on the design, planning and implementation of Departmental programmes, coordinates strategy and ensure consistency within the IAEA’s results based management framework, ensures harmonization of the Department’s interactions with UN bodies and other international organizations, and ensures quality preparation of policy papers, official documents and scientific reviews for the policy making organs


Role

The Programme Coordinator is\: (1) an analyst, reviewing and analysing complex information from a broad range of sources and communicating concise useful conclusions; (2) a planner, leveraging analysis into concrete proposals for improving the performance of the Department; (3) an adviser, who provides Programme Managers and the Head of the Department of Nuclear Energy (DDG-NE) advice and guidance in the formulation of rationales, priorities, objectives, outcomes and performance indicators for their programmes and reviewing their performance; (4) a coordinator, providing support to the DDG-NE in Programme implementation and coordination within the Department, across the IAEA and with external partners; and (5) an IAEA representative – representing, as needed, the Department and the IAEA in coordination activities and joint initiatives with other organizations.


Functions / Key Results Expected

 

- To advise on the design, planning and implementation of departmental programmes, liaising with Division Directors and Programme Managers at a policy and strategic level and to coordinate preparation of the Department’s proposals on medium term strategies, strategic issues, programme planning, assessment, evaluation and reporting in the fields of nuclear power, nuclear fuel cycle and materials technologies, management of radioactive waste, capacity building and nuclear knowledge maintenance for sustainable energy development, nuclear information and nuclear science.

 
- To monitor programmes in the light of departmental strategy and to assist in the realization of the programme proposals in coordination with other Departments with which NE interacts.

 

- To review and analyse the needs and requests of Member States concerning implementation of programme activities within areas of NE’s responsibility.

- To advise on the actions required to maintain and increase cooperation with other Major Programmes and, in particular, to ensure effective coordination between the Department of NE and other Departments in implementation of the IAEA's Major Programmes.

 

- To advise on opportunities for coordination and cooperation with the United Nations and other international organizations and to liaise with them on programmes of common interest.

- To review and analyse the status of nuclear power and fuel cycle issues, including comparative assessment of different energy sources as well as nuclear options, both within the IAEA and outside, and identify areas where the IAEA should provide information accordingly.

 

- To prepare material and reports relevant to IAEA contributions to the UN and other international bodies on developments related to climate change policies and measures, and on the results of comparative assessments to reflect the role of nuclear energy in the UN’s ‘post Rio 20 and post-Kyoto’ deliberations.


- To manage the small Programme Coordination Group within the Office of the DDG-NE.

- To represent the Department as needed and to facilitate one-House cooperation on IAEA-wide initiatives, including management initiatives (e.g. corporate knowledge management), funding initiatives (e.g. the Peaceful Uses Initiative) or IAEA-wide special projects.

- To provide support to the DDG-NE and the NE Communications Advisor in the preparation of policy papers, official documents and reviews for the policy making organs, briefs, speeches, presentations and position papers, and in the collection and analysis of information for the preparation of special studies as required.

 

- To assist the NE Communications Advisor in drafting and coordinating responses to General Conference resolutions and the Board of Governors.

Qualifications, Experience and Language skills

- Master's Degree - Advanced university (or equivalent) degree in nuclear engineering or related engineering science; academic background in political science, public policy or a related field is an asset.

- Minimum of 10 years of experience in the management and coordination of international technical programmes in the fields of nuclear power, the nuclear fuel cycle, capacity building for sustainable energy development and nuclear science.
- Knowledge of the worldwide status and trends in these fields.
- Experience in preparing, monitoring and assessing programmes, preferably in a nuclear, scientific or technological field.

- Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $85543 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 45081, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
