Project Overview
The anticipated USAID-funded project "Karabo ea Bophelo" (KB) project will work to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC), adolescent girls and young women (AGYW) in Berea, Leribe, Mafeteng, Maseru and Mohale’s Hoek districts, Lesotho.
Position Purpose
The COP will be responsible for the overall management and operations of the project. She/he will supervise project implementation and ensure the project meets stated goals and reporting requirements. The COP will take a leadership role in coordination among USAID and key stakeholders and other implementing partners. This position is contingent upon award.

Key Responsibilities

  • Ensure high-quality technical programming through hands-on guidance and support grounded in the program’s strategic objectives, while adhering to expected technical quality and reporting requirements.
  • Participate in the technical and programmatic design of award and partner programs; represent Pact in negotiating with donors and partners.
  • Manage all project planning responsibilities, including the production of annual workplans; guide and oversee the alignment of the budget to expected results, as well as review and approve annual budgets and quarterly reports.
  • Ensure the cost-effective use of Pact and/or project resources.
  • Ensure compliance with Pact HQ and USAID requirements, policies, and regulations.
  • Act as a liaison to relevant donors and the Government of Lesotho.
  • As relevant, manage all local grantmaking mechanisms, ensuring compliance with donor regulations and Pact policies; coordinate and/or conduct monitoring visits to grantee programs.
  • Provide training and mentoring to partners to strengthen their capacity for technical service delivery and compliance with donor rules and regulations
  • Recruit and directly supervise project staff in line with project and Pact human resource (HR) policies.
  • Oversee the management and development of project staff to ensure a diverse, skilled, and productive workforce, an effective leadership team, and an organizational culture where Pact’s values are practiced

Basic Requirements

  • Master’s Degree in international development, business administration, social sciences, public health, or a closely related field.
  • Strong leadership qualities and depth and breadth of technical and management expertise, as demonstrated by a minimum of eight years of progressively increasing experience in designing, implementing, and managing large, complex projects involving multiple partners, in/for developing countries.
  • Management experience with USG cooperative agreements, grants, and/or contract.
  • Experience with OVC, HIV prevention, AGYW-focused programming (including DREAMS), child welfare and protection programs, systems strengthening, capacity building, economic strengthening, service delivery, quality improvement, or policy development.
  • Experience in interacting with government agencies, host country governments and counterparts, and international donor agencies.
  • Strong writing and oral presentation skills, including fluency in English.

Preferred Qualifications

  • Minimum of five years prior grant management experience in Southern Africa, with three years of experience in a COP/Director role for a large development program of comparable scope.
