Context:

Under the overall supervision of the Head of Office in Sierra Leone, and the direct supervision of the Senior Public Health Coordinator, the successful candidate will be accountable and responsible for overall supervision, and effective coordination and reporting and adhere to the strategic direction of the Mission relating to the Diaspora Engagement. This position will require the successful candidate to be based at the IOM country office in Freetown, with frequent travel to other districts to oversee activities implementations including technical, administrative and operational aspects of the implementation of Diaspora engagement project.

Core Functions / Responsibilities:

1. Manage the Government of Japan funded Diaspora Engagement Project including: backstop financial, operational and administrative aspects of the project; ensure timely activities implementation as per agreed work plans and budget, in compliance with IOM and donor standards and in coordination with relevant IOM Units; take action to expedite implementation; identify challenges and coordinate with stakeholders for the revision of work-plans as needed; ensure timely reporting as per IOM and donor requirements.

2. In Collaboration with Sierra Leonean Diaspora Organization in the foreign countries, plan and Page 1 / 4carry out the recruitment process and the posting of Diaspora Expert in Sierra Leone. 3. Ensure the conduct of the Sierra Leone needs assessment for the posting of Diaspora Experts and the necessary materials needed to fulfil tasks and meet objectives. 4. Design, plan and ensure the organization of training based on the needs assessment conducted, the actual training package agreed in the country at the qualification of the Diaspora expert. Ensure availability in the facility of the quality material needed for the Diaspora Expert to perform.

5. Ensure adequate working environment, arrangements and accreditation, as per the agreement, for the Diaspora Expert posted in Sierra Leone or the specific country, and take necessary action to resolve shortcomings or issues.

6. Provide advice to and guide the community and implementing partners to ensure their engagement, participation and contributions to project outcomes.

7. Develop and maintain relationships with donors and provide advice and exchange information with respect to the implementation of ongoing activities as well as new project opportunities and future funding and resource mobilization.

8. Ensure that data, processes and information related to the project are well gathered and secured and that accurate records and files related to the project are maintained and updated. 9. Contribute to the design of monitoring and evaluation frameworks, tools and plans in collaboration with relevant M&E staff, and ensure effectiveness and the achievement of the project’s outcomes.

10. Substantively contribute to the development and implementation of the project branding/public relations strategy.

11. Ensure all reporting requirements are met, and prepare a variety of correspondence, technical, statistical, narrative weekly, monthly, midterm and final project reports. 12. Represent IOM at relevant conferences, workshops and technical working groups, as well as other forums to promote the project and the activities of IOM, and to share best practice and other information related to Diaspora engagement activities.

13. Undertake duty travel, in line with prevailing security restrictions, related to project assessments, liaison with counterparts, problem resolution, and project management and implementation.

14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Public Policy, Public Administration or a related field from an accredited academic institution with five years of relevant professional experience; or • University degree in the above fields with seven years of relevant professional experience. Experience

• Five years’ experience in project management/coordination (international and consultant); • At least 2 years’ experience in health care setting, Education and Diaspora Engagement sector;

Page 2 / 4• Operational and field experience in migration and displacement health-related issues, sanitary emergency and in program development;

• Knowledge of structures and functions of national and international diaspora agencies, donors and organizations;

• Familiarity with the health, and/or disaster Management and/or agriculture sector in the African Region is an advantage;

• Good knowledge of project formulation, administration, monitoring and evaluation techniques and practices;

• Excellent level of computer literacy.

Languages

Fluency in English is required. Working knowledge of Japanese is an advantage. Desirable Competencies:

Other:

Internationally recruited professional staff are required to be mobile.
