OBJECTIVES OF THE PROGRAMME

The WHO Global Service Centre (GSC) provides client-oriented administrative services to all staff and all WHO Offices worldwide in the respect of human resources, payroll, procurement, accounts payable and support of specific corporate IT applications.

 

The aim of the Centre Support Office (CSO) is to provide the swift and reliable delivery of a comprehensive array of services to all GSC and IMT-KL staff based in the Centre, in the following areas\: budget and finance, administration, human resources, learning and development, business operations and medical services.

DESCRIPTION OF DUTIES

Under the supervision of the HR Specialist, the National Professional Officer, (NPO), is responsible for developing the learning and development capabilities, the administration and coordination of all training and learning and development activities in the WHO GSC and IMT-KL, which will help increase staff motivation and boost retention of GSC's human resources.

 

This includes induction training, performance management training, training for selection panels and staff on the selection process and competency based interviews. The incumbent also supports the delivery of timely and efficient HR services in the area of performance management and provides advice to staff at all levels in GSC and IMT-KL. He/she also organizes and leads special projects, events and activities to attract, enable and retain staff.

 

Specifically the incumbent is responsible for\:-

 

Training, learning and staff development\:

  • Develop, implement, monitor and evaluate comprehensive training and development strategies for GSC that incorporate current training needs but also anticipates future needs based upon dialogue with staff and supervisors. Provide efficient coordination and reporting of the training and development efforts to optimize the impact of the trainings offered to staff and the organization at large. 
  • Manage the analysis of learning needs, and the design, development, implementation, evaluation and administration of learning events. In collaboration with senior management, develop centre-wide learning and development plans. The delivery of activities will be conducted through various approaches with suitable training providers for the benefit of all units. 
  • Deployment of corporate level learning and development initiatives, such as i-Learn in liaison with Human Resources Department (HRD). 
  • Identify and engage strategic partnerships with special expertise in various learning and development sectors. 
  • In collaboration with the management of the units, identify, develop and arrange additional structured trainings in the area of on-boarding, performance management and transaction processing to jump start and continuously improve the work of the GSC.
  • In collaboration with the HRD develop and arrange structured trainings in the areas of global on-boarding, respectful workplace, etc. 
  • Develop, organize and conduct on-boarding briefings to new staff.
  • Coordinate and monitor implementation of the Learning and Development Framework, with the Learning and Development Boards supporting this effort.

The incumbent will serve as the focal point for institutional accountability and reporting on the overall learning and development effort, as well as troubleshooting and evaluation.

 

Human Resources and Performance Management\:

  • Ensure the timely implementation of the Performance Management Development System (PMDS) and follow up on deadlines as well as provide status reports to management.
  • Provide training to staff and supervisors on the appraisal process and assistance and advice to supervisors and staff on PMDS issues including evaluations and HR best practices for staff management.
  • In coordination with the HR Specialist actively support Recognizing and Rewarding Excellence and Respectful Workplace initiatives and similar projects in GSC and IMT-KL.
  • Selection, hiring and all other administrative activities concerning interns and fresh undergraduates under the Undergraduate Employment Initiative (UEI).
  • Organize GSC's participation in career fairs and events and building professional network to enhance WHO's presence in the career marketplace in Malaysia.
  • Organize and lead projects, events and activities in order to attract, enable and retain staff, such as GSC Day Out and team building events.
  • Directly supervise one or more general service staff in the team, if required.
  • Perform other duties, as required.

REQUIRED QUALIFICATIONS

Education

Essential\:

- University degree in HR Management, Public or Business Administration, or related field.
Desirable\:

Experience

Essential\:

- A minimum of 5 years of relevant work experience.
Desirable\:

- Experience in learning and development and providing training in a large organizational setting.

- Experience within a UN organization.

Skills

- Ability to analyze issues and to present information in a clear and logical manner, both orally and in writing.

- Excellent presentation skills, including ability to provide training to different audience.

REMUNERATION

Remuneration comprises an annual base salary starting at MYR 127,737 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
