Context:

The Migration Health Division (MHD) has the institutional responsibility to oversee, support and coordinate the Organization’s provision of migration health services globally. These services aim to meet the needs of States in managing health-related aspects of migration, and to promote evidence-based policies and integrated preventive and curative health programs that are beneficial, accessible and equitable for vulnerable migrants and mobile populations. Recognizing that health serves as a catalyst for fostering positive migration outcomes, and in response to the Sixty-first World Health Assembly resolution on the health of migrants (May 2008), the Migration Health Division promotes policies and programs that contribute to migrants’ improved physical, mental and social well-being, and enable them to contribute to the socio-economic development of their home communities and host societies. The Middle East Response (MER) is an initiative that will provide essential HIV, TB and Malaria services to key and vulnerable populations. In June 2016, the Global Fund identified MHD IOM as the Principal Recipient for its Middle East Response Grant (MER). The Middle East Response is a differentiated and innovative approach to ensuring that current HIV, TB and malaria grants from the Global Fund to these countries are implemented more effectively and efficiently through an implementation approach using a unified regional platform managed by IOM supported with several policy exceptions from the Global Fund mainly associated with simplification, streamlining and decreasing the time of the proposal submission and grant making processes to ensure timely and effective response in the region. Under the overall supervision of the IOM Yemen Chief of Mission (CoM), under the direct Page 1 / 4supervision of the Migration Health Programme Coordinator in Yemen, and the technical supervision of the Senior Project Coordinator, Regional GF MER Project Management Unit, with the guidance of the Director of Migration Health Division the successful candidate will be responsible and accountable for managing, coordinating and monitoring selected health assistance activities as well as resources related to the Global Fund project. Core Functions / Responsibilities:

1. Working closely with strategic partners within the health sector/cluster, the incumbent will: a. Assess and identify program (TB, HIV and malaria) needs

b. Conduct strategic planning and manage the implementation of the MER, ensuring GF MER alignment with national strategic plans where they exist and revise and update as necessary; Carry out monitoring and evaluation activities and resolve various constraints and challenges c. Ensure communication and the sharing of information across international and national partners in country.

d. Conduct field visits to intervention sites and provide advice, guidance and technical support for project activities

2. Provide technical advice and guidance to regional, national and local partners and stakeholders on program activities and implementation.

3. Liaise with national programs / MOH strategies related to the programme. Develop, guide and communicate the strategic direction of the program with national governments and their ministries of health, national disease control programs (TB, HIV and malaria), and other related ministries responsible for refugees, migrants and IDPs within the country. 4. Explore potential entry points for expanded collaboration with health authorities and partners on Global Fund and migration related activities

9. Support the development and maintenance of donor relations and participate in resource mobilization activities. Regularly meet with the national Program Manager and her / his team and coordinate closely with and support sub-national managers; represent PMU in program reviews and other meetings; coordinate activities and reporting of ‘Health Coordinators at sub-national level for capacity building, program coordination, support supervision of health facilities, accurate recording and reporting of program data.

Required Qualifications and Experience:

• Master’s degree in Community or Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience. Experience

• Operational experience in TB, HIV, malaria and health programming for marginalized populations, including conceptualization, analysis and implementation of programme; monitoring and evaluation of health programme and protocols; and/or resource mobilization; • Prior coordination work with international health agencies, Government counterparts, NGOs and donors is essential

• Knowledge of structures and functions of health sector, familiarity with the Middle East is an advantage;

• Familiarity with regional health sector strategies, an advantage;

• Previous working experience with Global Fund programmes is an advantage. Languages

Fluency in English is required. Working knowledge of Arabic is an advantage. Desirable Competencies:
