Consultant_WASH Monitoring & Evaluation Field activities & services, Antananarivo Madagascar ( 6 months)

I – Background and Justification

In 2012, at the Sanitation and Water for All (SWA) High Level Meeting, the Governments of the Netherlands and the United Kingdom committed to doubling the number of people it will help gain access to water, sanitation and hygiene promotion from 30 to 60 million people by 2015.
As part of this commitment, DFID provided between 2013 and 2016 a total of £35.5 million to expand UNICEF’s programme to accelerate access to sanitation, hygiene and water for all in off-track countries. In March 2017, it has approved to expand this support with an extra £117 million. It is estimated that this renewed UK support will result in at least 7.5 million poor people gaining basic access to sanitation services and faster progress towards water-related SDGs in up to 10 low income countries.  The programme will support the WASH sector enabling environments and capacity to improve WASH delivery in priority countries in Sub-Saharan Africa, South Asia and the Caribbean.
The “accelerating sanitation, hygiene and water for all in off-track countries” ASWA II programme will be implemented in 10 countries: Nepal, Pakistan, Bangladesh, Myanmar, Cambodia, Niger, Eritrea, Madagascar, South Sudan and Haiti. These countries have been selected using a set of criteria agreed on by UNICEF and DFID. In order to further provide technical support to the target countries in progress monitoring capacity, DFID will continue to make the Independent Programme Monitoring and Evaluation (IPME) team available.

The ASWA II programme deployed in Madagascar aims to achieve the following outputs:

• 600,000 poor and vulnerable people will have access to basic sanitation.
• 100,000 people will be using basic water supply.
• 50 school or health centers benefiting from improved WASH facilities.

 

Madagascar is facing enormous challenges to achieve water and sanitation for all. According to the latest report from the JMP1 Madagascar is among the countries lagging furthest behind in achieving the MDGs, with 52% of the population using improved water sources, and only 12% using adequate sanitation facilities. Only 2% of the rural population uses a piped water supply, while 31% of them still use surface water as drinking water. Open defecation still is still high, being 52% of the rural population practicing OD. For the urban population, 82% have access to clean water but still 55% use unimproved sanitation facilities, and 19% practice OD.

The political situation in the country has posed problems for making significant progress in the WASH sector.

An in-depth data analysis, rigorous evidence generation and solid advocacy activities at all levels done by UNICEF allowed the WASH programme to raise significantly funds. The WASH programme grew from 1,2 million USD in 2013 to more than 16 million for 2017 as a direct consequence of the program implementation. The amount of activities to be carried out has increased accordingly.

The expected budget for WASH programme in 2018 will be above USD 18 Million.

 

II- Purpose of this consultancy

Amongst other new WASH programme funding, a new DFID programme (ASWA 2) has been launched at the end of 2017. The inception phase will be progressively completed for End of April – June 2018. The period of implementation will be mainly concentrated during the years 2018 and 2019 to achieve most of the results mid-2020. According to this timeframe and the new framework, rapid evolution of the WASH programme a consultant is needed to support the scaling up of the implementation and monitoring of the programme expansion and to reinforce his sustainability.

Under the supervision of the UNICEF WASH section Chief, this assignment has two main elements related to immediately above; these are:

• Support the field monitoring and evaluation of the programme, especially ASWA 2 programme,
• Reinforce management and sustainability of WASH services in relation with water private operators and communes.

 

III- Specific Tasks

 Support operationalization of WASH field activities monitoring through Android monitoring system aligned with ASWA 2 and SDGs,
 Support the development of a link between Android monitoring and the national WASH database “SESAM”,
 Support the needed updates and development of SESAM and regional WASH costed plans with partners,
 Set up and roll out the needed field surveys to capture qualitative programmatic data,
 Set up technical & financial monitoring mechanism for rural water services (STEFI) at the regional level to support private operators running water services,
 Support at commune level operationalization and monitoring of WASH technical services and capacity building,
 Prepare and support the completion of the new WASH Sustainability Check,
 Implement a rapid assessment & recommendations of Multiple Uses of Water programme in the South of Madagascar.

 

IV- Consultancy duration

The total duration of the contract is 11.5 months, within which 6 months of effective mission will be carried out.

The definition of mission periods will be defined by mutual agreement between the consultant and the WASH section according to the needs of the section and the availability of the consultant.

 

V- Expected Deliverables

1. Android monitoring system is operationalized, provide relevant monthly progress related to WASH activities and services, and allows SESAM updates,
2. Note related to current and future development and operationalization of SESAM, recommendations and action plan,
3. Technical and financial monitoring of rural water services set up (STEFI) and operational in 10 regional directions of water, providing monthly performance indicators. Tools developed to analyse performance indicators. Reinforcement of capacities of 10 regional directions to monitor water services and support private operators,
4. Rapid assessment of WASH technical services capacity at communal level, action plan and support to implementation. Regular monitoring system put in place,
5. WASH sustainability check completed,
6. Field note on WASH sustainability,
7. Rapid assessment and recommendation on Multiple Uses of Water programme in the South.

 

VI- Payment schedule

Terms of payment: Monthly payment upon presentation of the monthly progress update and presentation of the number of worked days.
Note that final payment to a consultant is dependent on the completion of deliverables.

 

VII- Expected background (Qualifications & Experiences)

- Master’s degree in relevant discipline (Engineering, WASH, Monitoring & evaluation, international development).
- At least 8 years of work experience with international development organizations.
- Specific experience in WASH required; experience in other sectors considered.
- Previous experience in Madagascar considered as an asset,
- The consultant should have appropriate skills in planning, monitoring & evaluation, decentralization, WASH, data management.
- The consultant must have strong in writing skills and in presenting to audiences of different knowledge levels and interests.
- The consultant must have good English and French language skills.

 

 

Technical (80% weighting).
Financial (20% weighting).
