UN VOLUNTEER DESCRIPTION OF ASSIGNMENT SURR000068--UNICEF Youth Advocate for Monitoring and Evaluation The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.In most cultures volunteerism is deeply embedded in long- established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Living Conditions

Suriname is the smallest independent country in the South American continent. The land area of 163,820 sq km is mostly covered by a tropical rain forest and represents a great diversity of flora and fauna. The small population of 579,633, mostly lives along the coast, is diverse in regard to ethnicity, language and religion. Suriname is a pluralistic society consisting primarily of Creoles (persons of mixed African and European heritage), the descendants of escaped African slaves known as Maroons, and the descendants of Indian and Javanese contract workers. The country overall is in full, post-industrial demographic transition, with a low fertility rate, a moderate mortality rate, and a rising life expectancy. However, the Maroon population of the rural interior lags behind because of lower educational attainment and contraceptive use, higher malnutrition, and significantly less access to electricity, potable water, sanitation, infrastructure, and health care.

Dutch is the official language, while English is widely spoken, and Sranang Tongo (Surinamese), is native/common communication language of Creoles and much of the younger population and is lingua franca among others. The Hindustani (a dialect of Hindi), 11 Apr 2018 Page 1 of 5 Javanese, as well as the various maroon and indigenous languages are also widely spoken. Suriname's immigration rules are flexible, and the country has open natural borders formed by rivers (east and west), mountainous

highlands (south) and the Atlantic Ocean (north). Since the mid-1980s, Brazilians have settled in Suriname's capital, Paramaribo, or

eastern Suriname, where they mine gold. This immigration is likely to slowly re-orient Suriname toward its Latin American roots.

Suriname is a family duty station which is not placed under a security phase; however, accommodation found must be surveyed by

UNDSS to ensure MORSS compliance. Relatively stable and affordable houses and apartments are available in the main capital and

surrounding districts. In regard to the telephone system; in general the international facilities are good, while domestically there is

combined fixed-line and mobile-cellular system with a teledensity of 185 telephones per 100 persons.

Public transport is not well organized although prices of taxi are very reasonable. Additionally, basic goods and services and access

to markets are readily available as well.

Assignment Title UNICEF Youth Advocate for Monitoring and Evaluation

Organizational Context & Project Description

For 70 years, UNICEF has been working on the ground in 190 countries and territories to promote children's survival, protection and

development. The world's largest provider of vaccines for developing countries, UNICEF supports child health and nutrition, good

water and sanitation, quality basic education for all boys and girls, and the protection of children from violence, exploitation, and

AIDS. UNICEF is funded entirely by the voluntary contributions of individuals, businesses, foundations and governments.

UNICEF’s work in Suriname focus on improving realization of children rights in the areas of education, protection from violence, and

health. UNICEF in 2017 increased its cross-sectoral work at the regional and community levels to bring its different programme

components together, and – among others - to demonstrate how strengthening cross sectoral coordination supports a quicker and

most cost-effective achievement of results. The Volunteer will play a key role in supporting the monitoring of the programme level

and ensure child and youth participation in all programmatic phases.

Task description

Under the direct the supervision of the Knowledge Management Office the UN Youth Volunteer will:

Support planning and implementation of evidence activities (research, evaluations and others) in view of ensuring

participation of children and youth

Support capacity of partners to effectively generate and manage knowledge and ensure the availability of accurate, complete

and up-to-date data and information.

Assist in the project Implementation Information and Data Support and ensure that data is consistent with project information

and database. Follow up and document and share good practices from the field.

Assist with conducting and/or managing participatory research and evaluations that are impartial, independent, credible and

meet professional standards.

Assist in providing advice to programme sections on possible ways of involving children and youth in programme planning and

implementation with a focus on activities and evaluations

Undertakes field visits to assist monitor programme implementation, as well as participates to conduct periodic programme

reviews with government counterparts and other partners.

UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary

action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their

working time to some of the following suggested activities:

11 Apr 2018 Page 2 of 5 Build relationships with a wide range of Youth Organizations, Community-Based Organizations (CBOs), Civil Society Organizations (CSOs) to support and/or participate in community-driven voluntary activities; reflect on the type and quality of

voluntary action that they are undertaking; raise awareness in communities that will increase knowledge of issues pertaining

to the UNV programme’s mandate and tis role in supporting the Mission mandate;

Encourage, mobilize and support co-workers and fellow UN Volunteers to better understand the connections between the

UNV programme’s engagement within the Mission and voluntary action;

Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerismby

reading relevant UNV and external publications and take active part in UNVactivities (for instance in events that mark International

Volunteer Day)- Be acquainted with and build on traditional and/or local forms ofvolunteerism in the host country- Reflect on the type

and quality of voluntary action that they areundertaking, including participation in ongoing reflection activities- Contribute

articles/write-ups on field experiences and submit them for UNVpublications/websites, newsletters, press releases, etc.- Assist with

the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering,

orencourage relevant local individuals and organizations to use the UNV OnlineVolunteering service whenever technically possible.

Support provided to programme sections in implementing Ethical Standards and Guidelines in evidence-generation;

Existing partnerships strengthened and newly created in view of increasing child participation;

UNICEF Adolescent participation partners supported and equipped with tailored monitoring and reporting tools;

UNICEF Adolescent participation partners trained on how to use the monitoring and reporting tools developed;

Adolescent-led Situation Analysis at local level implemented and final report published and disseminated;

Improve programme planning, monitoring and evaluation data collection and analysis.

Support to M&E training and capacity building strategies.

Extract, analyse and interpret statistical data to inform project activities as well as reporting requirements

• The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including

supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); • Age, Gender and Diversity

(AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final

statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the

number of volunteers mobilized, activities participated in and capacities developed

Conditions of Service:

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and

satisfactory performance. However, there is no expectation of renewal of the assignment.

Travel to duty station (if applicable) and a Settling-In-Grant will be provided in the event the duty station is not within commuting distance

from the place of recruitment. The applicable Volunteer Living Allowance is provided monthly to cover housing, utilities and normal cost

of living expenses. Life, health and permanent disability insurance are included ) and final repatriation (if applicable).

Furthermore, in non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, a Well-Being Differential

(WBD) on a monthly basis will be provided.
