Background:

NRC has been operating in Iraq since 2010, to respond to the needs of the most vulnerable people affected by ongoing conflict in the region. NRC has a country office in Erbil, KR-I, and area offices in Baghdad, Dohuk, Kirkuk and Nineveh.

NRC’s national program strategy for 2018 will facilitate a shift from emergency response tools towards longer term initiatives, while maintaining the effective delivery of robust emergency response. In 2018, NRC Iraq will maintain a sectoral focus on education, Information Counselling and Legal Assistance (ICLA) and livelihoods interventions, complemented by post-emergency WASH and shelter interventions with a two pronged approach within CCCM: both in-camp, and in urban and peri-urban areas. Cash-based and innovative programming will be at the centre of NRC Iraq’s efforts. NRC will prioritize assistance to those who have been left outside of social assistance schemes and recovery and reconstruction efforts, which will have prevented them from seeking durable solutions.

In 2018, NRC’s target population will be new underserved communities and locations, with a focus on IDPs returning to destroyed and disrupted communities unable to reintegrate due to insecurity. NRC will also prioritise serving vulnerable IDPs unable to return for reasons outside of their control, and responding to short-term displacement as a result of localized conflict and asymmetric attacks.

 

Overview:

The purpose of the Monitoring & Evaluation Officer - Accountability is to oversee the operationalization of a centralized community, response and feedback mechanism (CRFM) within the Mosul Area Office and to build on it to create a culture of accountability to affected population. Accountability Officer will act as a focal point for all CFRM related issues within the office and coordinate with programs and support functions. M&E Officer -Accountability will be reporting to Accountability Coordinator/M&E Coordinator. The Position will be based in Mosul, Nineveh.

 

Ideal Candidate Profile:

A university graduate in community feedback and response or related field with minimum (3) three-years’ experience working as Accountability Officer preferably in an emergency or post-conflict setting in humanitarian/recovery context (INGO). Ideally the candidate should be able to use MS Word, Excel, Power point and Outlook. S/he should have excellent interpersonal skills and ability to collaborate with multiple stakeholders and demonstrated effectiveness in interaction in various settings and solid experience in handling sensitive feedback. Fluency in spoken and written English, Arabic is a must. Knowledge of humanitarian principles and code of conduct is essential.

 

Key Job Tasks and Responsibilities:

  • Communicate and disseminate NRC community, response and feedback mechanism (CRFM) standards and guidelines within the Area Offfice.
  • Support programme staff in identifying and addressing all CRFM related needs and entrenching feedback loops within programmes in a manner that strengthens the CRFM response
  • Coordinate with projects team and departments for accountability related activities, its compliance and implementation as per their requirement
  • Provide technical support to area staff to establish joint community feedback & response mechanism related to camp management response by NRC
  • Coordinate processing and provision of timely response to complaints and feedback, specifically in relation to confidential complaints
  • Capacity building and training of accountability and program staff to ensure adequate capacity and skills to deal with complaints at the field level
  • Facilitate/ oversee production of regular internal (and external) reports on complaint trends, response procedures, and relevant issues.
  • Technically line manage a team of Accountability Assistants in each of NRC’s field locations. Support the recruitment of additional Accountability staff where needed.
  • Supervise, support and mentor AO accountability staff in executing accountability plans and systems

 

Qualifications:

  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Ability to present data and convey information clearly and concisely and identifying trends
  • Experience in applying participatory methodologies is an added advantage.
  • Strong analytical and communications skills
  • Ability to receive and handle confidential and sensitive information (highly approachable, trustworthy and confidential)
  • Strong management skills (ability to demand results and be empathetic, non-defensive but decisive, firm and resilient)

 

The post will be for (5) five-months’ contract duration with possibility of extension - subject to funds and satisfactory performance.

Salary: 5/1 according to NRC-Iraq's salary scale.
