Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.In most cultures volunteerism is deeply embedded in long- established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.In all assignments, UN Volunteers promote volunteerism through their action and conduct. Living Conditions

Cox's bazar is a coastal district of Chittagong division in Bangladesh. This city is surrounded by Chittagong Division in south-eastern Bangladesh, beside 'Myanmar (Burma)' and alongside the beach of the Bay of Bengal and the Indian ocean, having unbroken 120 Kilometre golden sand beach. It is one of the most-visited tourist destinations in Bangladesh.

The climate of Bangladesh is mostly determined by its location in the tropical monsoon region: high temperature, heavy rainfall, generally excessive humidity, and distinct seasonal variations. The climate of Cox's bazar is mostly similar to the rest of the country. It is further characterised by the location in the coastal area.

Historically, Bangladesh has been a safe country for internationals, but a series of security incidents in autumn 2015 have led to increased security measures for UN international staff and volunteers. While Bangladesh is not categorized as a hardship station and a cessation of incidents is expected to lead to relaxation of security measures, the volunteer should be prepared for limitations in freedom of movement on foot, by public transport, and to certain locations.

Organizational Context & Project Description

UNFPA, the United Nations Population Fund, is an international development agency that promotes the right of every woman, man and child to enjoy a life of health and equal opportunity. UNFPA supports countries in using population data for policies and programmes

to reduce poverty and to ensure that every pregnancy is wanted, every birth is safe, every young person is free of HIV/AIDS, and every girl and woman is treated with dignity and respect.

Currently, UNFPA is implementing its 9th Country Programme (2017-2020) in Bangladesh. The unprecedented level of the influx of Rohingya refugees seeking refuge in Bangladesh from Myanmar’s northern Rakhine State since 25 August 2017, has led to the new arrival of 688,000 Rohingya refugees staying in Cox’s Bazar district (according to the Inter Sectoral Coordination Group). This “fastest growing humanitarian crisis in the world” has exacerbated an already protracted refugee crisis in Cox’s Bazar for the past decades.

More than half of these Rohingya refugees are women and girls. Out of the total 1.3 million target beneficiaries of the UN/NGO joint Humanitarian Response Plan including both refuges and host communities, UNFPA estimates that 299,000 are women of reproductive age (15-49 years). Approximately 64,000 women and girls are currently pregnant with 5,000-6,000 births every month, all of whom need access to life-saving sexual and reproductive health services, including antenatal care, emergency obstetric and newborn care and postnatal care. Women and girls are at increased risk of sexual violence and thus need support with life-saving interventions, which includes clinical management of rape, case management and psychosocial support. To oversee these efforts at saving the lives of vulnerable girls and women and building back better with resilience, UNFPA has established a Sub-Office in Cox’s Bazar, as a front base housed by UNFPA personnel and experts on emergency coordination, sexual and reproductive health and rights (SRHR), gender-based violence (GBV) and operations.

Under the overall supervision of Head of Sub Office and direct supervision from the SRHiE Programme Coordinator, the Clinician with speciality in intensive care of women recovering from obstetric emergencies including eclampsia, and shock, will support the implementation of the SRH Rohingya refugee response program in Cox’s Bazar by providing necessary Intensive medical care and anesthesiology services in UNFPA supported facilities. S/he will work to ensure the effective delivery of health services and specifically strengthen emergency obstetric care services in the upazila and district level health facilities in Cox’s Bazar. UNV Focus Area National capacity development via volunteer schemes

Task description

The Clinician will facilitate the implementation of UNFPA activities in the area of Sexual and Reproductive Health and Rights in Cox’s Bazar by providing intensive medical care and aneshtesiolgy services with focus on emergency obstetric care provision at upazila/district level health facilities. His/her roles and responsibilities include:

A. Service Delivery

Support UNFPA’s Government partners to strengthen the implementation of UNFPA SRH projects (e.g. Minimal Initial Service Package MISP) for RH and components of comprehensive SRH services)

Direct service delivery of intensive medical care and anesthesiology with focus on patients with pregnancy related complications at upazila and district level health facilities

Support medical staff of upazila level health facilities with emergency care and anesthesiology

Submit regular progress/monitoring reports to SRH Coordinator, ensuring needs are met at the health facilities B. Reporting

10 Apr 2018 Page 2 of 5 Assist in developing/adapting practical protocols and guidelines to ensure the quality of emergency/ICU services provided by the implementing partner (IP)

Contribute to timely preparation and submission of SRH progress reports and SitReps, as required

C. Capacity Building

Identify training needs for upazila and district level health facility staff with regards to service delivery

Participate in facilitating SRH trainings to build the capacity of upazila and district level health facility

D. Effective coordination and strengthening partnerships

Build and maintain a close rapport with the District and Upazila Administration to assure effective delivery of emergency

services

Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerismby

reading relevant UNV and external publications and take active part in UNVactivities (for instance in events that mark International

Volunteer Day)- Be acquainted with and build on traditional and/or local forms ofvolunteerism in the host country- Reflect on the type

and quality of voluntary action that they areundertaking, including participation in ongoing reflection activities- Contribute

articles/write-ups on field experiences and submit them for UNVpublications/websites, newsletters, press releases, etc.- Assist with

the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering,

orencourage relevant local individuals and organizations to use the UNV OnlineVolunteering service whenever technically possible.

Conditions of Service for International Specialist:

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and

satisfactory performance. However, there is no expectation of renewal of the assignment.

A UN Volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly Living Allowance (MLA) and a Family

Allowance (FA) for those with dependents (maximum three).

The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications and

other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of US$ 1,602. The

VLA base rate is a global rate across the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis

according to the cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty

stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is

published at the beginning of every month on the ICSC website http://icsc.un.org.

In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a

Well-Being Differential (WBD) on a monthly basis.

Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the

duty station for at least 6 months prior to taking up the assignment) and in the event of a permanent reassignment to another duty

station.

UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security

framework (including residential security reimbursements).

UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for periodic home visit and for the final

repatriation travel (if applicable). Resettlement allowance is paid for satisfactory service at the end of the assignment.

UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful
