The purpose of this consultancy is to design and develop the DMS website and provide support and maintenance services after its launch.

Background & Rationale

Through the “promise renewed” commitment, and as part of efforts to strengthen organizational capacity to support quality education for all children, UNICEF has re-emphasized its focus on equity which is at the core of the 2018-2021 Strategic Plan. Guided by the Convention on the Rights of the Child, the Millennium Declaration and Education for All (EFA), UNICEF works to ensure the right of all children to education. One of the key outputs under Goal Area 2 “Every child learns” in the 2018-2021 Strategic Plan is “Countries have strengthened their education systems for gender-equitable learning outcomes, including early learning” within which community participation in education is one of the five dimensions of an effective education system for learning outcomes.

In order to support progress towards this output and the related output of the 2014-2017 Strategic Plan, UNICEF-Education successfully submitted a proposal to the Global Partnership for Education (in order to support 5 countries). The initiative “Data Must Speak” (DMS), started in 2014 with two pilot countries, Madagascar and Togo, and expanded to Nepal, Zambia, and the Philippines. The initiative supports the setting up of data feedback tools (such as district/school profile cards) for increasing accountability (in particular for pro-equity allocation of resources), community participation and improving school performance (learning outcomes, equity and drop-out rates’ reduction). In 2016 funding from the Hewlett Foundation was secured for Phase II of the initiative. Extending DMS into a second phase provided an opportunity to continue supporting countries while generating knowledge on community participation in education, and to evaluate the tools designed during Phase I and the impact of community participation and use of data on school resources and performance.

DMS has arrived at a stage where it requires improved communication and advocacy through the creation of a dedicated website to disseminate its wide range of global public goods and lessons learned. The current UNICEF site is undergoing a major revamp, and due to policy restrictions, is unable to facilitate the communication and advocacy needs of DMS in an effective and timely manner.

The DMS website will serve as the main platform to share latest information and materials among DMS partners and stakeholders, as well as the broader education and development partners and the public.  The website will present information in a user-friendly and visually engaging way and may include the tools developed, research case studies, human interest stories, blogs and other types of media from country, regional, and global levels.

Purpose
The purpose of this consultancy is to design and develop the DMS website and provide support and maintenance services after its launch.

Key activities of the consultant include:

  1. Design and develop the DMS website in WordPress.
  2. Enhance the online experience with easy access to blogs, images, infographics and videos.
  3. Review and revise design adjustments and inputs from DMS partners as needed.
  4. Deliver the completed website with all formatted data files after final approval.
  5. Provide maintenance and support services after the start-up of the website.

Expected results: (measurable results)
A website for DMS based on the established brand and visual identity will be created and fully functioning.

Details of delivery of work : Electronic submission, through online posting/platforms.

Key competences, technical background, and experience required

  • University degree (Bachelor's) in information and communication technology, or other related areas.
  • Minimum five years experience in website design and development.
  • Proven experience in internet marketing: search optimization, promotion of websites, cross promotion and cross linking, etc.
  • Fluency in current trends in web design, functionality, and interactivity.
  • Proven experience in delivering deliver products within set time frames and budgets.
  • Experience with the UN system, and UNICEF in particular, is an advantage.
  • Fluency in English; knowledge of French desirable.

Remarks

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.  

At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
