Purpose of the job:
The purpose of the Information, Counselling & Legal Assistant (ICLA) Coordinator position is to assist the ICLA Project Manager and to implement delegated parts of the ICLA project portfolio, quantity of ICLA CC activities progress and expenditure and Coordination with Governmental bodies, UN agencies and NGOs/civil society.

Job description

  • Line management of CC project field staff
  • Ensure adherence to NRC policies, guidance and procedures
  • Contribute to CC strategy development, project proposals and provide input on needs and gaps
  • Manage, monitor and implement delegated portfolio of CC (ICLA) projects (activities, budget and project documentation) as delegated from PM in line with proposals, strategies and donor requirements, and ensure high technical quality
  • Provide regular progress reports to Project Manager
  • Ensure that projects target beneficiaries most in need of protection, explore and contribute to the development of new and better ways to assist
  • Promote and share ideas for improvement and necessary changes in the activities
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders, and represent NRC/ICLA at selected regional coordination fora, such as sub-clusters.
  • Promote the rights of IDPs/returnees in line with the advocacy strategy

  • Specific responsibilities
  • Provide technical legal analysis, review and advice to the program staff
  • Assist in monitoring, evaluating and suggest changes and improvements in program and materials based on observations and discussions with the ICLA staff and the Program Manager.
  • Regular monitoring and tracking to ensure the project implementation meets the program and donor requirements.
  • Quality and technical review of legal assistance and counselling services provided by program staff
  • Support PM in drafting budget and log frames for ICLA projects
  • Develop steps and procedures in the implementation of the ICLA project in accordance with agreements with donors
  • Support program staff to develop regular plans and monitor the implementation of the plans taking corrective measures was necessary.
  • Assist in ensuring optimal use of financial resources and good budget management
  • Ensure project activity progresses and financial expenditure reports produced at regular intervals and timelines.
  • Networking, exchange information and co-operate with other local and international key actors, represent NRC/ICLA in networks in consultations with Project Manager.
  • Participate and assist the Project Manager and Area Manager in relevant meetings with the UN, humanitarian agencies and Governmental authorities.

Qualifications

  • Education bachelor of Law/sharia
  • 3-5 Experience from working in a project implementation position in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Knowledge of Afghanistan and the sub-continent;
  • Experience in liaising with civilian and government authorities as well as with regional, national and international institutions
  • Experience in gender-mainstreaming and GBV projects
  • Knowledge of the local language (Pashto and Dari)
  • Knowledge of Afghanistan legal system
  • Knowledge of IDP policy
  • Having ability to manage the office.
