The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

Purpose of the Job:
The purpose of a Monitoring & Evaluation Officer Addressing Root Causes (ARC) Consortium Position is to contribute with specific technical competences to project implementation. This position will normally work with ARC Consortium.
The main role and responsibilities of this position is to lead the M&E process of ARC Consortium, documentation, data collection, preparing monitoring reports, support the program departments.

Job description

  • Ability to work under pressure, independently and with limited supervision
  • Ability to meet deadlines in multiple tasking environments
  • Ability to engage and motivate staff in a challenging program area
  • Good coordination skills
  • Post-graduate certificate in M&E related field such as surveys, sampling, data analysis
  • Experience with field level coordination with UN organisations, INGOs, Donors and authorities
  • Minimum of a university degree in social science, economics, rural development or in other related fields. Prior experience with monitoring and evaluation required
  • At least 2 years’ experience in an international NGO preferably in an emergency or post-conflict setting, including M&E capacity and systems development
  • Experience with and knowledge of principles and current approaches to monitoring and evaluation in relief and development programs, using both quantitative and qualitative methods
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
  • English language proficiency (speaking, reading, writing)
  • Fluency in Dari, Pashtu
  • Computer skills, including MS Office (Word, Excel)

Qualifications

  • Minimum of a university degree in social science, economics, rural development or in other related fields.
