Background

The Department of Health System Development (HSD) is a technical department which envisions the achievement of universal health coverage (UHC) in all countries of the Eastern Mediterranean Region, thereby ensuring improved health outcomes through strengthened health systems. The overarching mission of the Department of Health System Development is to improve the performance of health systems in the Region by providing evidence-based policy advice, building individual and institutional capacity, and supporting priority programmes through better governance, financing, workforce, technologies and services.


The Health Workforce Development team of Health Systems Development Department works in strengthening the capacities of member states to develop and manage a competent health workforce, and thereby improve the access of the population to quality health care, through HRH strategic planning and implementation, building governance and education capacities, improving HRH information and knowledge and capacity building for priority health interventions.
 

Duties and Responsibilities

Under the direct supervision of Coordinator. Health Workforce Development, HSD/EMRO/WHO , the UN Volunteer will undertake the following tasks:

  1. Contribute and facilitate improving and maintaining health workforce information and health workforce observatories in the region.
  2. Work on the cross programme initiative on strengthening health workforce cap for surveillance and outbreak response.
  3. Assist the work on recruitment and retention of health workers in rural and remote areas.
  4. Contribute to ongoing work of health workforce development and perform other tasks as required.

Furthermore, UN Volunteers are required to:-

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Outputs;

  • The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs);
  • Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
  • A final statement of achievements towards volunteerism for peace and development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Required Skills and Experience

  • Public health.
  • Experience in health systems and health workforce is an asset.
  • Excellent knowledge of written and spoken English.
  • Knowledge of Arabic and French is an asset.
  • Atleast 2 years of experience in Public health and health systems.
  • Very good with computer skills (Word, powerpoint, outlook,etc.)
