Background Information - Job-specific

Established in 2009, UNOPS Ethiopia Office has been providing services to various partners, including the government of Ethiopia, UN agencies such as WHO, UNHCR and WFP, and other international organizations. In 2014, the UNOPS Executive Director decided to establish the UNOPS Ethiopia Operational Hub (ETOH), which manages and coordinates the UNOPS activities in Ethiopia, as well as Sudan and Djibouti.

UNOPS ETOH activities range from tailor-made administration, operations, human resources and logistics support for implementation of development and humanitarian projects; infrastructure and procurement management services; and advisory services to partners to facilitate effective procurement, supply and financial management.

Accordingly, OH HR Officer will be responsible for managing the human resources work of the Ethiopia Office and its projects, as well as advising and guiding other country offices under ETOH with managing their human resources. He/she will be expected to meet and exceed the organizations performance and delivery goals and targets, and coach and advise relevant managers and personnel.

Functional Responsibilities


1. Ensures implementation of HR strategies and policies focusing on achievement of the following results:
  • Full compliance of HR activities with UN rules and regulations, UNOPS policies, procedures and strategies; effective implementation of the internal control, proper design and functioning of the HR management system.
  • Continuous analysis of corporate HR strategy and policies, assessing the impact of changes and making recommendations on their implementation in the ETOH. Continuous research of the matters related to conditions of service, salaries, allowances and other HR policy matters.
  • Advice to senior management on HR new practices and their implementation (succession planning, career development and transition), strategic recruitment, advice on contract modalities, learning plan and performance evaluation).
  • ETOH HR business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in HR management, control of the workflows in the HR Unit.
  • Development of procedures and practices that contribute to enhanced and improved HR management across ETOH.
  • Supports OH Head of Support Services and management with drafting and review of personnel related parts of operational budgets, and assist Project Managers with budget planning for HR components of projects, as required;
  • Plan, organize and regularly provide capacity building to relevant OH units and personnel

2.Ensures effective human resources management focusing on achievement of the following results:
  • Management of transparent and competitive recruitment and selection processes including updated job descriptions, proper job classification, vacancy announcement, screening of candidates, organization and chairing of interview panels, making recommendations on recruitment.
  • Development and maintenance of database of job applications.
  • Advice to office management on staff member competencies; Advice personnel on career development and training needs through the PRA/PER.
  • Advice to project managers on transparent and competitive process for project recruitment, adequate TOR describing terms of payment based on results, standard matrix of recruitment processes and request for contracts. Continuous monitoring of the entire UNOPS project recruitment process.
  • Full compliance of the guidelines of the Appointment and Selection Panel.
  • Advice to management in contracts guidelines pertaining to compliance. Monitoring and tracking of all transactions related to positions, recruitment, HR data, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations through oneUNOPS.
  • Management of the personnel entitlements and position funding delegated to the HR Unit. Close communication with relevant UN bodies and local government institutions to solve personnel-related issues.
  • Close communication with regional and HQ focal points pertaining to the correct administration of personnel entitlements and benefits.  

3.Ensures proper  performance management and career development focusing on achievement of the following results:
  • Elaboration and implementation of the protocol for performance appraisal process, facilitation of the process, including deployment of innovative tools such as 360 evaluations.
  • Implementation of effective systems for the performance evaluation, including training to supervisor for an effective use of the tool leading to career development. Advice on work plan, monitoring and performance team evaluation.
  • Effective learning management including establishment of the Whole Office Learning plan and individual learning plans in collaboration with the management. Lead conduct and implementation of corporate People Survey across OH.
  • Effective counselling to personnel on career advancement, development needs, learning possibilities.
4.Ensures facilitation and promotion of knowledge building and knowledge sharing, focusing on the following results:
  • Continuous guidance, advice and counselling to HR personnel and relevant managers in Ethiopia, Sudan and Djibouti on HR issues and processes.
  • Organization of training for the ETOH operations and projects personnel on HR-related topics.
  • Development of ETOH learning plan in line with personnel needs in order to ensure staff is fully acquainted with UNOPS corporate regulations, rules and procedures, and the relevant tools and systems in place.
  • Survey and identification of new learning opportunities to enhance the continuous professionalization of ETOH personnel.
  • Design and implementation of training for ETOH operations/programme personnel on HR issues
  • Sound contributions to knowledge networks and communities of practice, including UN Ethiopia Operations Management Team and HR Working Group, as well as UNOPS contracts review committees.
  • Synthesis of lessons learnt and best practices in administration.
5. Perform other relevant duties as assigned by OH Head of Support Services.



Education



A Master’s Degree in Human Resources, Business Administration, Public Administration or related fields.
A combination of Bachelor’s degree with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.
Professional certification in HR is desirable.

Experience


Minimum 5 years of experience in providing HR services and/or relevant operations services.
Experience working with UN organizations/agencies and international non-governmental organizations in a relevant field will be considered an asset;
Experience using of IT and office software packages (MS Office 2007 and/or newer versions) and knowledge of spreadsheet and database management packages, as well as experience in handling of web-based HR management systems;
Experience with oneUNOPS or a similar Enterprise Resource Planning system is an added value. 

Languages


Fluency in written and spoken English is required.
