Organizational Setting

The Department of Safeguards (SG) is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions\: A, B and C, for the implementation of verification activities around the world; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as three Offices\: the Office for Verification in Iran, the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. The departmental operating environment is interactive, participative and dynamic with continuous inputs received from the Board of Governors, the General Conference, policy- and decision-makers, as well as counterparts in Member States and in the international development community.
The Project Section provides ICT services to Safeguards Divisions and Member States. The Section serves multiple roles. It provides business analysis and information architecture services including integration of solutions developed in the IAEA and third-party solutions into the IT environment. It undertakes quality assurance and testing for all delivered products and provides project management services to the Division including contract management.


Main Purpose

Under the general supervision of the Director and the Section Head, the incumbent will plan, organize, administer and evaluate the provision of necessary in all areas of scheduling and resourcing for the SGIS in the area of the specified projects, and provide high level management of the external resources needed when required.


Role

The Schedule and Resource Management Officer is responsible to manage mainframe migration project resource needs, project schedule; an adviser to the Director, Section heads and other senior managers within the SGIS on schedule and resource management; the primary liaison between the IAEA and the External resource vendors during the lifetime of the project; and key contributor to several reform initiatives, including IPSAS implementation.

- Lead the project procurement activities related to project resources, including preparation of statement of work and vendor evaluation in accordance with IAEA procurement processes.

- Develop new strategies and approaches for best practices of project scheduling and resource planning and keep them updated based on information collected from different projects regarding their milestones, dependencies and deliverables.

- Facilitate various meetings to ensure effective schedule and resource plan updates by Project Manager and Communication Manager, including scope control and delivery monitoring.

- Implement mechanisms for problem escalation and follow up on pending issues regarding project schedule and plan. Create and agree on a plan with all relevant stakeholders to ensure awareness of business resource requirements and utilization and enables the relevant stakeholders to have availability of project progress status, and takes appropriate action.

- Develop plans and ensure that the projects have the necessary resources (both human and material) in time and at reasonable costs.

- Establish and execute a vendor monitoring plan to ensure that the external vendors meet the performance expectations as set within the guidelines of the agreement with those vendors

- Ensure completion of periodic project milestone reviews and provide clearance for moving on to the next phase of activities.

- Manage relationships with third party providers of human resources (software developers) on behalf of the organization; identify and select optimal partners for the delivery of services.

Comprehensive understanding of all aspects of systems software engineering processes as well as experience managing these complex processes on a daily basis.

Demonstrated project management/project leadership experience.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $71332 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 37592, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
