BACKGROUND

 

The Government of Cameroon and UNICEF have received a grant from the German Financial Cooperation Agency (KFW) for the implementation of an emergency nutrition project in the four most vulnerable regions of the country (Far North, North, Adamawa and East). The project aims at providing emergency nutrition assistance for the prevention and management of malnutrition in children under five in the four regions. Within the framework of this partnership, UNICEF is responsible for the overall management of the grant and for the design, implementation, monitoring and evaluation of the project activities The project is articulated around four Result Areas: 1) Management of severe acute malnutrition; 2) Promotion of Infant and Young Child Feeding; 3) Prevention of Micronutrient Deficiencies; and 4) Capacity Development, Cross-sectoral convergence and Social protection.

This is a large grant that requires a careful monitoring and an emphasis on measuring results. The need for a strong M&E framework for the grant cannot be overemphasized. First, putting in place a strong monitoring system will ensure regular collection of data related to the different components of the project in order to monitor progress. Second, it will help to provide timely information on the implementation of the grant so as to be able to modify interventions in a suitable and timely manner based on monitoring information. Third, it will facilitate learning, help generate evidence, improve programming and assume accountability towards donors, partners and other stakeholders. Strengthening M&E mechanisms within the framework of this grant is therefore of paramount importance.

 

OBJECTIVE

 

Under the overall supervision of the Section Chief, Nutrition Section the consultant will support the section in strengthening the M&E and information management of the different components of the German grant.

The purpose of this consultancy is to monitor the implementation of grant and report on the performance of UNICEF towards achieving the project’s objectives. The aim of this consultancy is also to reduce the risks related to sub-optimal reporting, particularly on documenting progress towards the goals set for the project.

ACTIVITIES, DELIVERABLES, TIMELINES AND BUDGET PER DELIVERABLE

 

The activities to be taken up and completed during the course of the assignment are summarized in the table below:

1.      Collecting data on the different components of the project:

 

o   Ensure provision of timely information on the status of project activities, related issues, and reports

o   Develop a dashboard for the project and update it on a monthly basis

o   Design data collection tools for staff in UNICEF sub-offices

o   Provide technical assistance to staff in UNICEF sub-offices in reporting information on the different components of the project

o   Perform other related tasks as required.

2.      M&E of the grant:

 

o   Assist with the implementation and monitoring of the project operations

o   Supports the M&E component of the grant, including an ongoing review of the project performance monitoring framework, annual work plan, evaluation plan and management of evaluations.

o   Perform other related tasks as required.

3.      Support to ensure quality of internal reporting:

 

o   Ensure the production of all project reports, sitreps and briefing notes

o   Ensure all reporting are completed in a timely manner in accordance with UNICEF guidelines and procedures

o   Perform other related tasks as required.

WORK RELATIONSHIPS

 

The consultant will work under the direct supervision of the Nutrition Section Chief and the overall supervision of the M&E Section Chief. He/she will be expected to work closely with the Nutrition Specialist for CMAM and the Nutrition officer for Micronutrients and Infant and Young Child Feeding. The level of collaboration expected from the consultation is outlined in the table below:

CONDITIONS OF WORK

 

 

The consultancy duration will be for 6 months. The consultancy will be based in Yaoundé. An office space and equipment shall be provided to the consultant.

PROPOSAL SUBMISSION

 

 

Applications shall be submitted to UNICEF Cameroon before the deadline containing the following required documentation:

  1. Technical Proposal: Consultant shall prepare a proposal in response to the ToR, ensuring that the purpose, objectives, scope, criteria and deliverables of the assessment are addressed. Draft work plan and timeline for the assessment should be included. The Technical Proposal shall also include an updated CV.
  2. Financial Proposal: Offer with cost breakdown: Consultancy fees, travel costs, Daily Subsistence Allowance (DSA) other costs. The Financial Proposal shall be submitted in a separate file, clearly named Financial Proposal.

 

 

CRITERIA FOR EVALUATION

 

 

A two-stage procedure will be utilized in evaluating the applications received in accordance to the below criteria, with evaluation of the technical proposal being completed prior to any price proposal being compared. Submitted applications will be assessed using Cumulative Analysis Method. Technical proposals should attain a minimum of 50 points to qualify and to be considered:

 

a) Technical proposals (Maximum technical score: 70 points)

  1. Overall Response: Maximum 10 points                                              
  • Understanding of scope, objectives and completeness and coherence of response           
  • Overall match between the ToR requirements and proposal
  1. Proposed Methodology and Approach: Maximum 20 points                         
  • Quality of proposed approach/methodology
  • Quality of proposed Implementation Plan, i.e. how the consultant will undertake each task, and maintenance of project schedules;

 

  1. Technical Capacity: Maximum 40 points                                             
  • Range and depth of experience with similar assessments
  • Knowledge of the latest developments in the field of nutrition
  • Strong analytical skills and qualitative and/or quantitative statistical data processing applications
  • Excellent communication, report writing and presentation skills

                                                                                  

b) Financial Proposal (Maximum Financial Score: 30 points)

 

The maximum number of points will be allotted to the lowest Financial Proposal that is evaluated and compared among those technical qualified candidates who have attained a minimum 50 points in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.

  • Work experience:  Minimum three years of experience in Accounting & Finance related field or program monitoring and evaluation (M&E).
  • Languages: French written and oral fluency, with a good knowledge of English.
