The Consultancy have the objective to Provide technical assistance to strengthen the response capacity, effectiveness and efficiency of the interventions of the Department of Nutrition in the areas of infant feeding and behavioral change in nutrition.

In 2014, the Ministry of Health began the process of elaboration of the Communication Strategy for Social and Behaviour change (SBCC), a process that was approved by the Minister of Health in 2015 and since the approval to date, some activities including planning and implementation of the strategy has been underway. In this sense, several new interventions have been initiated in favor of Social and Behavior Change in Nutrition, such as the Nutrition Investment Case, UNICEF's Child Nutrition Improvement Program in Mozambique funded by the European Union and the Agriculture Project and Nutrition.

The Consultancy have the objective to Provide technical assistance to strengthen the response capacity, effectiveness and efficiency of the interventions of the Department of Nutrition in the areas of infant feeding and behavioral change in nutrition. Below are the Specific objectives: Improve the quality of policies, strategies and guidelines on infant feeding and Communication for behavior change in nutrition; Strengthen the capacity of the Nutrition Department's technical team with specialized knowledge and practice in the field of infant feeding and behavior change in nutrition; Provide the Department of Nutrition with instruments and mechanisms to improve coordination and implementation of infant feeding and behavioral change interventions in nutrition; Improve coordination and implementation of interventions at community-level;

Methodology and Technical Approach:

The work done by the consultant should be led and guided by Ministry of Health focal points and the consultant will complement and contribute its expertise in the issues raised as crucial. The technical assistance will be provided through a daily presence of the Consultant at the Ministry of Health – Nutrition Department for participation in meetings at the level of the technical groups, technical advisory services to the infant feeding area and complementarity of the activities carried out by the focal points of the Working Group on Infant Food.

How can you make a difference?

Activities and Tasks:

• Support the Ministry of Health in the process of Harmonization of Infant feeding policy; a. Support the Ministry of Health – Nutrition Department of Nutrition - in the early phase of implementation of DLI4 (planning implementation of interventions at community level, defining tools and methodologies, training, facilitating coordination with other partners and other departments, particularly APEs );

• Support the revision, approval of training materials and training of health professionals on the Nutrition Essential Actions Package and ensure the quality of the training materials;

• Support the Ministry of Health in the Development of the Communication and Advocacy Plan for Maternal and Child Nutrition;

• As needed support other tasks necessary to guarantee the improvement of the implementation of interventions on infant feeding and change of behavior in nutrition required by the Department.

Deliverables expected:

The following specific deliverables have been: 

Infant feeding Policy Harmonized and finalized; 

Training Package on Essential Nutrition actions reviewed and finalized; 

Co-facilitate one training on Essential Nutrition actions; 

Ensure the establishment of SBCC coordination mechanisms and provide comments on the provincial and district operational plans

The Consultant will be supervised by the Chief, Health and Nutrition.

Payments will be processed on a monthly based on concise report on progress against indicated deliverables. Payments will be approved by the supervisor.

Management and Supervision:

The consultant will report to the nutrition specialist, P3. The incumbent is expected to work 100% of his time from Ministry of Health. 30% travel to the provinces is expected.

Academic qualifications:

• Bachelor's or Master's Degree in Nutrition, Public Health or other relevant area Work experience:

• Deep knowledge of policies, strategies, guidance documents in the area of Nutrition and Public Health of Mozambique;

• Capacity to plan and prepare policies, strategies and guidance documents in the area of Nutrition;

• At least five years of proven experience in training and technical assistance in the areas of Infant Feeding;

• Evaluation Criteria

• The selection of the consultant will be based on a “best value for money” principle. Interested candidates should, in addition to submitting their CV and cover letter, indicate their all-inclusive fees (including travel, subsistence costs, etc.) for the services to be provided. The office shall select the individual who quoted the lowest fee from the list of individuals who are deemed technically suitable for achieving all tasks in time. The technical evaluation criteria are stipulated below.
