GENERAL CONTEXT

Un ponte per... (UPP) is an Italian Ngo and no-profit organization established in 1991. It began its activities as “Un Ponte per Baghdad”, right after the end of bombings on Iraq, with the aim of organizing solidarity initiatives in support of the Iraqi civil society.

In Iraq, during the last 20 years the association has been implementing projects in the fields sanitation, culture and education thanks to the support of Italian and international donors.

After the 2003 conflict, UPP started to support Iraqi civil society in its effort to protect the cultural heritage, the human and environmental rights, the minorities, and to defend freedom of expression and association. Following the last regional conflicts the association has been also active in the field of humanitarian interventions, first aid and on-going distribution of basic living needs.

The project: “Nissa - Strenghtening the provision of GBV, PSS and RH integrated services in Mosul”

The intervention is based on the continuation of the current Mental Health and Psychosocial Support (MHPSS) and Gender Based Violence (GBV) prevention and response activities implemented by UPP in East Mosul.

The Project aims to increase access for GBV survivors and assist vulnerable women and girls residing/displaced in East Mosul by addressing their specific needs through specialized GBV services integrated with Psychosocial Support (PSS) and Reproductive Health (RH) services. In particular, the project intends to implement community outreach activities, safety audits as well as coaching and mentorship plans on GBV case management, including referrals to UPP MHPSS and GBV services by other organizations. Activities will take place in three Safe Spaces in East Mosul located in al-Noor neighbourhood (UPP safe space) and two Primary Health Care (PHCs) managed by UPP in al-Nabi Younis and al-Summer since October 2017. The Project will integrate its GBV prevention and response strategy with a Reproductive Health (RH) component in its safe spaces, previously created in East Mosul while extending this service further to cover some areas of West Mosul.

Technical Quality and Implementation

· Lead MHPSS/GBV project implementation and the setting up of GBV case management system and ensure response is meeting needs of the affected women and girls GBV survivors in need of MHPSS services and is mainstreamed into ongoing MHPSS/GBV activities in East Mosul;

· Provide technical support to field staff and quality oversight during implementation of the MHPSS/GBV project and on GBV data collection, ensuring that all activities are in line with international standards and global guiding principles;

· Contribute to continuous analysis of the achievements of the project and undertake field monitoring visits to identify technical quality of services, evaluate gaps in performance of team and amend/adjust work plan accordingly and inform and update staff through regular project reporting and weekly staff meetings;

· Conduct GBV needs assessments and safety audits, produce, share and discuss reports and recommendations from findings with Project Manager, contributing to UPP work plan and strategy;

· Coach, train, supervise and mentor UPP, local NGO or CBO staff with the aim of strengthening their technical capacity also in order to develop capacity of national staff to successfully transition role and responsibilities;

· Develop GBV tools relevant to the project management, monitoring and proposal writing;

· Support the PM in providing evidence-based input in the development of new proposals and reports;

· Attend and represent UPP on different coordination forums, and lead the creation and reach out to external stakeholders to improve referral pathway and services mapping for survivors of GBV.

· Support the team in the identification of suitable advocacy messages and tools.

Qualifications and Requirements

· Master's Degree in Psychology, Gender/ Women Studies, or another appropriate field;

· Minimum 4 years of experience in the humanitarian sector, preferably working with refugees or internally displaced populations; of which at least 5 years must be in the field of MHPSS projects and GBV prevention and response; GBV IMS is a must;

· At least 3 years’ experience providing case management and psychosocial support, directly or in a supervisory role and at least 2 years’ experience supervising caseworkers;

· In-depth understanding of GBV prevention and response, related international standards, and guidelines,

· Proven program and staff management skills and capacity building;

· Demonstrated capacity and experience in conducting field level assessments including safety audits and developing assessment tools, e.g. questionnaires, focus group discussions and M&E.;

· Demonstrated experience in implementation of multi-sectorial response to GBV including health, PSS, and legal response;

· Knowledge of prevention of sexual exploitation and abuse responsibilities within the humanitarian response;

· Fluency English spoken and written required; fluency in Arabic will be considered an asset;

· Advanced knowledge of MS Word, Excel, PowerPoint and email/internet software.
