Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions\: three Operations Divisions\: A, B and C, for the implementation of verification activities around the world; three Technical Divisions\: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices\: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The main objective of the Department is to maintain and further develop an effective and efficient verification system in order to draw independent, impartial and timely safeguards conclusions, thus providing credible assurances to the international community that States are in compliance with their safeguards obligations. The departmental operating environment is interactive, participative and dynamic with continuous inputs received from the Board of Governors, the General Conference, policy- and decision-makers, as well as counterparts in Member States and in the international development community.

The Division of Information Management comprises four Sections and provides the Department of Safeguards with data processing services, secure information distribution, information analysis and knowledge generation necessary to draw independent, impartial and soundly based safeguards conclusions.



Main Purpose

Reporting to the Section Head, the Safeguards Information Analyst (Nuclear Trade) contributes to the IAEA's nuclear verification mission by conducting analysis of safeguards-relevant information and contributing to the State evaluation process. The Safeguards Information Analyst (Nuclear Trade) strengthens the consolidated State evaluation process using his/her expertise in national and global nuclear-related procurement and trade controls, in accordance with Departmental objectives.


Role

The Safeguards Information Analyst (Nuclear Trade) is\: 1) a specialist in the analysis of issues related to global procurement and trade controls of nuclear-related goods, services and technology; 2) a key player in developing and maintaining new information sources for the IAEA; and 3) a key contributor to broader efforts to develop and improve analytical approaches in support of the Department's State evaluation process.


Functions / Key Results Expected

Collect, analyze and report on safeguards-relevant information on nuclear-related global procurement and trade controls for goods, services and technology.

Provide expert analysis relevant to the Department on nuclear proliferation networks and undeclared activities.

Develop and maintain new sources of information for nuclear trade-related activities.

Participate in Departmental working groups on the preparation of State Evaluation Reports, and assist inspectors in the planning of field activities, maintaining a close working relationship with partners in the Operations divisions.

Present analytical findings within the Division and Department, as requested.

Participate in the development of new analytical approaches and methodologies to optimize the use of information on covert procurement of sensitive nuclear technology and relevant data management systems.

Lead, train and mentor other staff in the collection and analysis of information on nuclear procurement and/or customs controls pertinent to the nuclear fuel cycle and proliferation pathways analysis.

Lead Member State supported research and development programmes relevant to enhancing the Department's nuclear trade and procurement analysis.

Qualifications, Experience and Language skills

Master's Degree - Advanced university degree in sciences (e.g. physics, chemistry), technology (e.g. nuclear, mechanical or other engineering), or in fields of relevance to non-proliferation studies and analysis.

Minimum of seven years of practical experience in nuclear non-proliferation, safeguards information collection and analysis, or nuclear research, including five years of recent experience in the analysis of nuclear-related procurement, export controls or customs activities associated with nuclear or dual use items and services for civilian or military applications.

Experience in nuclear fuel cycle or non-proliferation issues in industry or international/government service.

Strong experience in multi-source analysis and incorporating the results of disparate analysis into an integrated analytical product.

Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) is an asset.


Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $71332 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $ 37592, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance
