UN VOLUNTEER DESCRIPTION OF ASSIGNMENT DEUR000012--UN Youth Volunteer in Monitoring and Evaluation The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.In most cultures volunteerism is deeply embedded in long- established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

Organizational Context & Project Description

8 May 2018 Page 1 of 5 Youth UN Volunteers for M&E partnership UNV, UNFPA and EvalYouth, in partnership with UNDP, UNICEF, UN Women, WFP, FAO and DPKO, are creating opportunities for

young evaluators to volunteer with the United Nations.

These new opportunities will be hosted by a number of UN agencies, including UNFPA, UNDP, UNICEF, UN Women, WFP, FAO

and DPKO. These UN Volunteer assignments will be in a range of offices around the world, including at the country level, in regional offices or at headquarters on assignments that may last from 6 months to 2 years.

When applying for this special recruitment exercise, you may be selected for any of the assignments globally offered by the UN agencies participating in this new partnership.

M&E and in the UN system

Under Agenda 2030, the Quadrennial Comprehensive Policy Review and the UN Development System reform agenda, monitoring

and evaluation (M&E) capacities are more important than ever to UN system effectiveness and national capacity development. The United Nations Volunteers (UNV) programme can support through the deployment of UN Volunteers (including UN Youth Volunteers

and Online Volunteers), as an impactful resource for several UN agencies at the country, regional and global levels. UN Volunteers can:

contribute to national SDG monitoring and reporting,

support monitoring and evaluation of UNDAFs and Common Country Assessments,

assist with innovative forms of data gathering,

support the development of training programmes on monitoring and evaluation, and

support engaging with local stakeholders and marginalised groups.

UNV is building its talent pool of young people who are able to contribute to the UN system’s monitoring and evaluation efforts. This initiative is being led by UNV, UNFPA and EvalYouth, in partnership with UNDP, UNICEF, UN Women, WFP, FAO and DPKO.

Task description

1. Assist with conducting and/or managing monitoring efforts and evaluations that are impartial, independent, credible and meet professional standards:

Assist with the evaluation of programmes and projects;

Assist in the planning, preparation and data collection process of various monitoring and evaluation exercises;

Assist in evaluation planning including preparation of Terms of Reference;

Provide scheduling and logistical support for individual evaluations and evaluation or monitoring field visits;

Support evaluations conducted by staff members and consultants;

Support the application of quantitative and qualitative data collection and analysis tools, techniques and approaches;

Keep abreast of developments in the area of monitoring and evaluation including formal training on techniques and

approaches.

2. Contribute to the promotion of monitoring and evaluation frameworks and reports that are useful and ensure that evaluation

findings and recommendations are followed up:

Participate in and contribute to the finalization of monitoring and evaluation frameworks;

Contribute to the development of specific and appropriate monitoring and evaluation tools and processes;

Provide support to the development of training materials for national counterparts and implementing partners;

Contribute to the appropriate presentation of monitoring and evaluation results for dissemination;

Provide input into the relevance and ease of use of the various data-bases, intra- and internet pages of the (insert appropriate office/unit/team);

Assist in the monitoring of management response and with follow up of progress reports and individual evaluations;

Participate in meetings, workshops and other discussion fora to discuss the importance and usefulness of monitoring and

evaluation results.

8 May 2018 Page 2 of 5 3. Contribute to the promotion of monitoring and evaluation functions, principles and a utilization focus within the organization: Review monitoring data, progress reports and evaluations based on identified policies and checklists for quality control

purposes;

Assist in the development and provision of training on evaluation, self-evaluation, monitoring and results based management

within the Evaluation Office and in other organizational units;

Assist in providing support/advice to project/programme managers in the conduct of monitoring, self-evaluations and

managing external evaluations.

Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by

reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International

Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Reflect on the

type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities- Contribute

articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with

the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or

encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Results/Expected Outputs

Timely monitoring and measurement of changes in conditions due to programme or policies in (insert appropriate

project/programme/country) are conducted with the participation of relevant stakeholders and made available to report on progress,

assess results and facilitate future planning;

Project/Programme performance is systematically monitored and data for key indicators are collected, analysed and made available

to (insert appropriate team/individual);

Project/Programme baseline data collected and available in project document;

Implementation of project/programme lessons learned and evaluation recommendations;

Monitoring and Evaluation work plans developed in line with organizational/programme/project needs;

Quality assurance of monitoring data, progress reports and evaluation reports carried out.

• The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including

supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); • Age, Gender and Diversity

(AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment • A final

statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the

number of volunteers mobilized, activities participated in and capacities developed

University degree in social science, economics, public administration or related field, or combination of first level degree with

relevant experience;

Specific coursework or practical experience (up to 2 years) in the area of results based management (RBM), monitoring and

evaluation, statistics and/or research methodologies.

Relevant computer skills; specifically Microsoft Office (i.e. Word, Excel, PowerPoint) and social media. Familiarity with statistical

software (i.e. SPSS, Stata) would be an asset;

Good interpersonal, networking and communication skills;

Conditions of Service:

The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and

satisfactory performance. However, there is no expectation of renewal of the assignment.

A UN Volunteer receives a Volunteer Living Allowance (VLA) per month and is paid at the end of each month to cover housing, utilities,

transportation, communications and other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to

the VLA base rate of (choose from the drop down menu the appropriate rate here): US$1,282. The VLA base rate is a global rate, while

the PAM is country-specific and fluctuates on a monthly basis according to the cost of living. This method ensures that international UN

Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the

International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website http://icsc.un.org .

In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a

Well-Being Differential (WBD) on a monthly basis.

8 May 2018 Page 4 of 5 Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the duty station for at least 6 months prior to taking up the assignment) and also in the event of a permanent reassignment to another duty

station.

UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security

framework (including residential security reimbursements).

UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for the final repatriation travel (if

applicable). A resettlement allowance is paid for satisfactory service at the end of the assignment.

UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful

candidate.

This recruitment call is for multiple volunteers in various locations around the world.

UN Volunteer assignments in H-Duty Station locations (Headquarters or member states of the European Union) will be designated as

single status, regardless of the actual civil status of the UN Volunteer, and therefore do not carry any family-related benefits. In these

locations, UNV assumes no responsibility for any dependents, regardless of whether the UN Volunteer is married or accompanied by

his/her dependents.
