International WASH Construction consultant, Semera, Ethiopia ( Open for non Ethiopian Nationals only)

UNICEF is looking for a seasoned professional for the consultancy assignment of providing technical and administrative support for the management and supervision of WASH construction contracts in Afar region, Ethiopia under a KFW-funded program for water supply infrastructure. Purpose:

Provision of technical and administrative support for the management and supervision of WASH construction contracts in Afar region, Ethiopia under a KFW-funded program for water supply infrastructure for refugee and hosting communities.

How can you make a difference?

The key activities that the consultant will conduct are:

• Supervising all civil works, including auxiliary buildings, ensuring that the designs and  specifications are met and works executed according to the required standard highlighting any problems that might arise  
• Supervise pump tests of boreholes in the Sulla well field to ensure they are carried out correctly and reported accurately
• Supervision of installation of electromechanical equipment, generators and associated equipment
• Review and link work schedules for civil and electromechanical works. Where necessary, mediate between the civil works contractor and electromechanical contractor to support smooth project delivery
• Supervising capacity building efforts and assessing the preparedness of utility to oversee and manage the water supply scheme. Oversee the establishment of water utility boards.
• Review all payment certificates prior to any payments by UNICEF.
• Liaise with different stakeholders including regional water bureau and any other partners that might be involved for the smooth running of the project,
• Organize monthly meeting with all stakeholders and share progress reports both Water bureau and UNICEF Addis Ababa Office.
• The consultant may also be required to provide similar support, of a limited nature, to other Multi-Village Water Scheme projects being conducted in Afar region.

Specific Tasks

The Consultant’s major tasks will be related to the day-to-day administration and quality control of construction activities and consultancy contracts for works supervision and capacity building to local utilities and administrations.

-  Undertake day-to-day administration of all the components of the construction contracts in Afar according to contractual specifications – this relates to consultancies contracted by UNICEF and the Regional Water Bureau for supervision of works and capacity building to local utilities and administrations

- Conduct quality assurance of construction works, installation of electromechanical equipment, and materials. Communicate in a timely fashion and issues which arise.

- Support and follow up with different payment processes for the above contracts and make sure these comply with UNICEF’s procedures

- Establish and maintain a proper coordination with all the partners involved and local sector authorities representing host communities

- Coordinate with government and partners in the different stages of the program implementation, following up on cooperation agreements, recommendations, and other UNICEF commitments, including capacity development to national partners.

- Contribute to reporting mechanisms in accordance to UNICEF’s requirements

- Collaborate with UNICEF staff based in the targeted regions

- Collaborate with Operations and Supply Section in Addis Ababa Office as per request of the line manager

- Provide timely and quality technical advice to regional and local authorities, UNICEF, and other involved partners on different WASH issues as requested. 

Methodology

The Consultant will support UNICEF and local authorities in the implementation of the tasks outlined in this TOR.  Coordination with different partners and actors is of upmost importance to ensure smooth implementation of UNICEF’s supported activities in the selected regions.

The Consultant will work as per instructions given by the WASH Section in Addis Ababa.

Expected Deliverables

1. Inception Report and overall work plan – three weeks after deployment
2. Technical updates via email to the WASH Section every two weeks.
3. Monthly reports and updated workplans provided for 1^st week of every month
4. End of contract report - at conclusion of assignment.

Reporting

• As per deliverables plan above and to the Rural WASH Manager in the Addis Ababa WASH Section.

To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s or higher) in civil or environmental engineering discipline or other relevant degree
  *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
• A minimum of Five years of relevant professional work experience at national and international levels in water infrastructure and WASH management programs
• Experience working with optimization of water utilities or water management capacity building in urban or large-scale systems
• Experience working with hydraulic systems and water CAD an asset.
• Experience with quality assurance and site monitoring for civil engineering projects, including review of change orders, inspection of works, and reporting discrepancies
• Strong communication skills and flexibility working with various government stakeholders
• Proficiency in Microsoft Office (Excel, PowerPoint, Word, Outlook)
• Experience with AutoCAD, WaterGEMS or other related water and civil engineering software.
• Developing country work experience and/or familiarity with emergency is considered an asset.
• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
