General Description of the Programme:

GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and is contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

Job purpose:

Reporting to the Assistant Country Director -Programmes in Syria , the Cash and Markets Coordinator will support the continuous improvement of GOAL Syria’s cash and market based programmatic approaches. The office holder will closely support the Food Security, WASH and Emergency Coordinators to improve programme quality, and will promote innovation and best practices in GOAL Syria’s programming.

Duties, objectives and competencies

Programme Management and Quality

  • Lead design, implementation and review of cash mechanisms and pilots of new modalities or sectors, based on GOAL Syria’s past experience with cash programming;
  • Close support to sector teams in programme cycle management of cash-based responses, to ensure capture of best practices and harmonization across sectors;
  • Working with M&E team, ensure that timely and relevant market data (including on prices, exchange rates, and market functioning as needed) are collected and disseminated to support programme design and decision-making
  • Develop and roll-out SOPs for cash and voucher programming as needed, in line with CALP, GOAL Global and other humanitarian standards, to ensure GOAL’s programs have appropriate controls and staff across departments understand their role and responsibilities
  • Provide technical guidance during programme design and proposal development on cash based response and voucher provision mechanisms

Assessment & analysis

  • Ensure that regular price and market monitoring outputs are produced, and improve the quality and relevance of these outputs for decision making related to programmes as needed, or develop new market outputs if not existing;
  • In close coordination with the M&E team, develop and implement a research agenda to understand the impact of GOAL’s cash-based programming and further understand relevant markets;
  • Work with M&E and Sector teams to ensure rigorous monitoring, analysis and evaluation of cash programmes;
  • Support GOAL’s contribution to the Joint Market Monitoring Exercise and promote quality & coordination of market analysis for the Syria response

Capacity Building

  • Build capacity in cash, voucher, and market-based programming across GOAL Syria;
  • Contribute to GOAL’s global cash working group to share experience and learning, help determine global standards for cash programming, and disseminate and promote understanding of these standards in GOAL Syria;
  • Lead efforts to assess and build capacity of GOAL’s partner organizations for cash and markets based programming, including design and programme cycle management, payment processing, due diligence / risk management; structure and systems, in coordination with GOAL’s partners team;
  • Support staff working with cash and voucher systems in Syria;
  • Identify and disseminate information on emerging tools and research

Representation / Coordination

  • Represent GOAL at hub and regional coordination meetings with other INGOs, working groups, Clusters, donors, and UN agencies;
  • Encourage and support GOAL’s participation in field-based cash coordination mechanisms in NW Syria;
  • Engage with humanitarian actors across the north Syria response to promote coordination of cash and markets responses, sharing and learning across organizations, and when relevant, harmonization of tools or responses;
  • Any other task as requested by line manager.

Requirements (essential)

  • Masters level qualification in a relevant field or University degree with equivalent experience
  • Minimum 5 years’ experience with an NGO including at least two years in cash or markets-based programming
  • Experience and/or knowledge of market analysis tools, including market systems analysis
  • Strong grasp of project development and management and proven capacity in budgeting and financial management
  • Experience managing people and/or processes within an organization
  • Proven problem solving and coordination skills, flexibility and calmness under pressure
  • Proven capacity for policy development, and long term strategic planning
  • Fluent written and spoken English language skills (Arabic highly desirable)
  • Strong computer skills with particular competencies with Microsoft Office applications (including MS Word and Excel)
  • Turkish Citizenship
