Danish Refugee Council (DRC) is seeking the services of a consultant to support its proactive effort to strengthen its capacity on response to Protection from Sexual Exploitation and Abuse (PSEA), review procedures and practices and build staff capacity in DRC’s country office. In line with DRC’s core principles and humanitarian standards, we aim to maintain our work space and work with communities free of exploitation, abuse and discrimination.  
The number of days envisaged for this consultancy is 12. The consultant is expected to start working on the objectives within June 2018, and to complete the training and submit the deliverable within July 2018. 
 
 
 
About the job 
 
Under the supervision of the Protection Coordinator and in coordination with the HR Department, the consultant is expected to work in collaboration with different DRC Jordan staff members including the DRC Senior Accountability Officer and will be in charge of following activities: 
 
- Develop or adapt an existing PSEA training module on prevention, response and on engagement with communities 
- Customize the training modules to the Jordanian context and adapt the messages to reach the best possible impact for DRC Jordan. 
- Support DRC country office to develop relevant PSEA risk mitigation measures in line with international standards and best practices 
- Develop recommendations on risk and relevant response to affected communities particularly children 
- Support DRC on developing a roadmap for DRC to support focal points selected among staff to roll out further trainings 
 
Timeline: 
To achieve these objectives, the consultant will: 
- Develop or adapt a PSEA training curriculum on the minimum standards, implementation plan and procedures for prevention, reporting and responding to specific cases for adults and children (4 days) 
- Roll out training in field bases for ECHO program staff and focal points - one in Amman, one in south Jordan base – Karak or Ma’an (4 days- 2 days in each base) 
- Review and identify gaps in existing policies and procedures to prevent and respond to allegations of SEA (1 day) 
- Develop Minimum Standards Document for what PSEA best practices (1 days) 
- Provide guidance for SEA mitigation in program design and monitoring, based on good practices, with specific information such as number of staff as focal points and responsibilities (2 days) 
 
Deliverable
- Minimum Standards Document with best practices with a focus in MENA and in particular Jordan context 
- Implementation Plan Document suggesting a roadmap for incorporating learning to DRC operation  
- PSEA training curriculum in English and Arabic 
- Lessons Learned report including recommendations for improved systems and trainings within DRC 
 
 
 
About you 
 
• To be successful in this role we expect you to have 5 years or more experience in humanitarian affairs, development or peacekeeping and a good understanding and experience in NGOs, and INGOs in Jordan  
 
Moreover, we also expect the following:  
 
Required / Desirable 
• University degree in social sciences, gender studies, international development or related subject 
• 5 years or more experience in humanitarian affairs, development or peacekeeping and a good understanding and experience in NGOs, and INGOs in Jordan  
• Proven work of record or certified qualification in PSEA risk mitigation or programming experience in PSEA in Jordan 
• Fluency in Arabic and excellent in English 
 
 
• Experience and technical competencies: 
• Updated CV of the consultant enlisting his/her qualifications and experience in PSEA, submitted throw system /CV  .
