MdM currently works in more than 45 countries across all continents where it focuses on 5 priority areas: emergency and crisis, sexual and reproductive health, harm reduction, migrants and displaced populations (health rights), health and environment.

MDMF strategy in Palestine is constructed on 3 of MDM France thematics worldwide: Conflict and emergencies, Sexual & Reproductive Health (SRH) and Environmental Health (only at pre-exploratory level) being MHPSS a crosscutting issue to all of them and with a transversal advocacy component

MDM counts with one office in Gaza, another in West Bank (Nablus) and a coordination office is located in east Jerusalem.
TASKS AND RESPONSIBILITIES:

Under the responsibility of the general coordinator and in close collaboration with the medical referent from HQ, you will contribute to the development of MdM strategy and ensure the implementation, the quality and the consistence of the medical component of the program with partners and MdM coordination team.

More precisely, you will be in charge of :

-The medical program management and partner support

Develop, update and validate medical/MHPSS standards, protocols and good practices

Monitor the public health context and challenges and react to any change by adapting the program if necessary

Responsible for the monitoring and evaluation of the medical program

-The management of medical stock and logistic chain for medical procurement (nowadays small component)

Ensure medical activities have needed equipment, material and drugs to function

Support the medical procurement process in term of need assessment and quality check

Support the supervision of the pharmacy qualitative and storage conditions (consumptions, orders and inventory) in cooperation with logistic team

-The capacity building

In coordination with the field coordinators:

Ensure the implementation of a global medical training plan for all staff, including the partners staff whenever it is possible

Ensure the technical supervision of all medical/MHPSS staff working for organization and with a partner, and identify the needs for training/support

Ensure the trainings are properly delivered by the team members, and contribute to it if necessary

Provide the team with planning and organization tools

-The representation**

Represent MDM in coordination meetings, participate to the different medical meetings especially on Health Cluster meetings, and proactively lead on external coordination with other health actors, UN agencies at the relevant level.

Lead on liaison with the MoH authorities where MdM is presently working to ensure an excellent working relationship.

Support field teams to coordinate on the ground with all stakeholders, and ensure that information passes both up and down the chain of command in a timely manner

-The team management

Provide technical support to the Medical/MHPSS team

Identify in coordination with field coordinators the needs of medical/ MHPSS staff for the programme, draft their job profiles and validate their recruitment from a technical point of view.

-The reporting

Ensure the production of summaries and analysis of the data collected and compiled when required.

Participate actively in the writing of donor’s reports and proposals.
CONDITIONS OF EMPLOYMENT:
Status : Employee Contract : Fixed-term contract
Duration : 1 year

Starting date : mid of june 2018
Position based in Jérusalem with regular visit in the field: Gaza, West-Bank

2820 euros gross monthly salary on 13 months
Expatriation bonus (10% gross salary per month)
Transportation cost (home-work), vaccines and visas covered
22.5 RTT per year
5 weeks of paid leaves per year
Health insurance (60% covered by MdM)

SKILLS AND EXPERIENCE NEEDED:
Medical doctor or Nurse
Significant experience in public health
Knowledge and skills on Emergency Unit, SRH, mental health or psychosocial support
Minimum 2 years in humanitarian response, especially in the field
Experience in project coordination, including management of a medical team
Experience in working with local authorities, partners
Experience in capacity building is an asset
Ability to manage priorities effectively
Ability to work in an international team
Reactivity, anticipation, adaptability, capacity to take initiatives
Good writing and communication skills
Capacity to work and to live in tense conditions

Languages: English fluent, Arab and french an asset
