Officer - Cities & Readiness, Lao Country Program

This is a new, fixed-term position within the Lao PDR country team to support the implementation of GCF Readiness support to enhance green finance in the area of green cities in Lao PDR. The Cities & Readiness officer will work closely with the National Designated Authority (NDA) for the Green Climate Fund (GCF) in Lao PDR, the Department of Climate Change (DCC) in the Ministry of Natural Resources and Environment (MONRE), in order to implement a readiness support grant from the GCF.  This post reports to the Senior Program Officer.

In close coordination with the National Designated Authority (NDA) the program officer will work to implement the Green Climate Fund (GCF) readiness grant. The main outcomes of the readiness project include: 1) to establish an effective coordination mechanism amongst the NDA and cities stakeholders especially the Ministry of Public Works and Transport (MPWT); 2) to improve transparency, monitoring and oversight of climate finance flows; 3) to identify priority programs and projects in the area of green, climate resilient cities and produce at least 3 concept notes  for potential GCF funding; 4) to support the NDA to improve engagement with private sector actors so that they can contribute to Lao PDR’s climate change priorities; and, 5) Identify ways to crowd in private sector investment in Lao PDR’s climate change priorities.

PURPOSE

  • To work with the NDA of Lao PDR and project management unit to implement the readiness project under the supervision of the senior program officer.
  • Develops good working relationships with key cities stakeholders including MPWT, MoNRE, city-level governments, development partners, GCF accredited entities operating in Lao PDR, civil society and private sector.
  • Liaises with technical advisors in GGGI and consultants to deliver readiness support.

ENGAGEMENT

  • Supports line ministries and city governments to clearly articulate the climate change mitigation and adaptation needs and opportunities to pursue low-emission climate resilient urban development.
  • Engages in stakeholder mapping, support private sector engagement, and connect city-level stakeholders with the technical advice and support required for project implementation.
  • Provides technical support and policy advice as needed.
  • Supports the NDA to convene stakeholders for consultation and capacity building.

DELIVERY

  • The position understands the project cycle and is able to organize his/her analytical work to ensure that deliverables are provided in a timely manner to support subsequent work and consistent with the workplan and project cycle.
  • Assesses delivery issues and works with national counterparts to build common understanding and coordination on project activities.
  • Monitors project implementation, prepare periodic financial and narrative reports, and recommend adjustments to budget and work plan in consultation with the NDA if necessary

 

REQUIREMENTS

 

QUALIFICATIONS

  • Masters degree in economics, finance, public policy, urban planning or relevant field or equivalent experience
  • Minimum 5 years project or policy experience in urban planning, climate change, sustainable development or other related sub-sector
  • Technical knowledge of climate change – mitigation, adaptation and/or financing
  • Understanding of urban development context in Lao PDR and related climate change issues
  • Ability to engage the private sector and domestic financial institutions
  • Ability to mainstream gender in project cycle
  • Working fluency in English and Lao and ability to translate between the two languages

 

FUNCTIONAL

  • General understanding of green growth and sustainable development and the nexus with climate change;
  • Ability to apply related concepts in the urban development context of Lao PDR;
  • Ability to communicate substantive issues to engage technical staff, policymakers, and leaders;
  • Prior experience or ability to engage the private sector;
  • Ability to build and manage complex multi-stakeholder relationships.
