UNICEF East Asia and Pacific Regional Office is seeking an individual consultant to develop an approach to support Spouse Employment in UNICEF, East Asia and Pacific Region.

How can you make a difference?

Dual career couples are faced with special challenges specifically as it pertains to unemployment due to relocation.  We currently do not have a way to track dual career couples who have been forced to become a one-income family as a result of career choices with UNICEF.  As the Executive Director, has recently re-affirmed our commitment to supporting spouse employment opportunities, we would like to be more strategic and planful regarding how spouse employment is supported in our region

The consultancy is proposed, in response to an identified need, to develop a regional strategy and action plan for supporting employment of UNICEF spouses and to develop spouse consultant rosters.

Work Assignment:

Through regular guidance and discussions with the UNICEF East Asia and Pacific Region - Regional HR team, the development of relationships with other UN agencies and in regular alignment with emerging UNICEF global initiatives,  the consultant will develop

  • A data set of EAPR spouses who are in search of ongoing work, and a process for maintaining the list as current.
  • Inventory of current spouse employment support activities in UNICEF EAPR COs
  • Outreach to and identification of potential areas for collaboration with other UN agencies
  • A regional spouse employment strategy aligned with global spouse career initiatives
  • An action plan of how EAPR can further support spouse employment and will also develop spouse consultant rosters.  The deliverable will include specific actions we can take to improve and further support spouse employment.
  • A set of spouse consultant rosters and a process for maintenance and utilization.

End Product(s):

Spouse Employment Strategy and Action Plan for UNICEF EAPR, with priority areas based on data analysis,  with subsections identifying specific actions that could be considered by specific Country Offices within the region, one subsection for each Country Office, and one for the Regional Office and a spouse consultant roster set and process for maintenance and use.
